Job Overview:
The Procurement and Supply Chain Management Specialist will play a crucial role in the implementation of procurement and supply management policies and procedures within the UNDP framework. This position requires collaboration with various stakeholders, including the Laboratory Analyst and Procurement Analyst, to ensure compliance with UNDP rules and strategies. The specialist will be responsible for monitoring the implementation of Procurement Action Plans (PAPs), managing supplier performance, and ensuring the timely delivery of goods and services. The role also involves conducting supply chain analysis, preparing reports for management, and contributing to the annual reporting on supply chain performance. Additionally, the specialist will focus on quality assurance, capacity building, and health system strengthening, working closely with national partners to enhance procurement processes and improve health systems.

Duties and Responsibilities:
The incumbent will report to the Procurement & Supply Management Specialist and will be responsible for the following duties:
  • Implement procurement and supply management policies and procedures, ensuring full compliance with UNDP rules and strategies.
  • Monitor the implementation of Procurement Action Plans (PAPs) and provide timely updates on project budget utilization.
  • Collaborate with international procurement partners for the procurement of pharmaceuticals and supplies.
  • Oversee the end-to-end supply chain process, including forecasting, sourcing, logistics, and distribution.
  • Manage supplier performance and implement corrective actions to prevent disruptions.
  • Conduct supply chain analysis to identify cost-saving opportunities and prepare reports for management and stakeholders.
  • Ensure all procured goods meet UNDP quality standards and conduct regular quality checks and audits of suppliers.
  • Assess health system capacity and collaborate with stakeholders to improve health systems through enhanced procurement processes.
  • Facilitate knowledge building and management by sharing best practices and organizing training for national partners. 1
  • Coordinate with national stakeholders for smooth supply chain operations and actively participate in working groups related to HIV, TB, and Malaria. 1
  • Ensure compliance with Gender Equality and Social Inclusion (GESI) policies throughout the supply management process.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Supply Chain Management, Logistics, Business Administration, Procurement, or a related field. Alternatively, a first-level university degree (bachelor’s degree or equivalent) combined with additional relevant experience may be considered. A CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates with a CIPS certification at any level below will have a proportionate advantage.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Supply Chain Management, Logistics, Business Administration, or Procurement. A first-level university degree (bachelor’s degree or equivalent) in these fields, combined with additional relevant experience, will also be considered. Candidates with a CIPS level 3 certification will be preferred, and those without it must obtain it within one year of recruitment.

Experience:
The position requires a minimum of 2 years of experience in supply chain, procurement, or supply management for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. Experience should preferably be within international organizations or the public health sector. Candidates should have experience in risk management, supplier relationship management, negotiation, and contract administration, as well as familiarity with supply chain analysis and process optimization. Proficiency in supply chain software and analytics tools is also required, along with a proven track record of excellent communication and interpersonal skills.

Languages:
Fluency in English and Nepali is required for this position. Candidates should possess strong communication skills to effectively engage with stakeholders and partners in both languages.
