Job Overview:
The Programme Officer position at UN Women Nepal is crucial for the effective management of the organization's programs, particularly in the areas of Gender Responsive Inclusive Governance (GRIG), access to justice, women, peace and security (WPS), and transitional justice. Reporting to the Programme Analyst, the Programme Officer is responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of programs under the GRIG thematic area. This role involves monitoring results achieved during implementation, ensuring the appropriate application of systems and procedures, and developing enhancements as necessary. The Programme Officer will work closely with the program and operations team to ensure successful implementation of UN Women Nepal's programs, contributing to the overarching goals of increasing participation and benefits for marginalized groups, especially women, youth, and children, in governance and social services.

Duties and Responsibilities:
The Programme Officer will have a wide range of duties and responsibilities, including:
  • Contributing technically to the development of program strategies in the area of Gender Responsive Inclusive Governance, focusing on WPS, transitional justice, and access to justice.
  • Providing substantive inputs to the design and formulation of program/project strategies, proposals, and initiatives.
  • Identifying areas for support and interventions related to the program.
  • Providing technical support to the implementation and management of the GRIG thematic area program.
  • Leading the implementation of program activities and coordinating calls for proposals, including organizing technical review committees and assessing partner capacities.
  • Reviewing and monitoring the submission of financial and narrative reports from implementing partners.
  • Providing guidance on Results Based Management and monitoring implementation.
  • Coordinating and providing technical support on WPS, transitional justice, and access to justice in program activities.
  • Developing technical knowledge products and maintaining relationships with national partners and stakeholders. 1
  • Monitoring progress of implementation using results-based management tools and drafting reports on program results. 1
  • Providing inputs to financial reports and monitoring budget implementation. 1
  • Contributing to resource mobilization strategies and preparing relevant documentation for donor meetings. 1
  • Supporting inter-agency coordination on GRIG thematic area activities. 1
  • Developing background documents and coordinating capacity building initiatives and advocacy campaigns. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in gender studies, international relations, development studies, law, political science, human rights, sociology, international law, or other relevant social science fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should possess strong knowledge and experience in program/project management, implementation, monitoring, and reporting from a results-based management approach. Additionally, candidates should have a strong understanding of GRIG-related issues, including social norm change, women's leadership and participation, WPS/TJ, and women's access to justice. The ability to interact with government and civil society partners, particularly women's rights organizations and victim groups, is essential, along with strong analytical skills and the ability to write briefings and reports.

Educational Background:
Candidates must have a Master’s degree or equivalent in relevant fields such as gender studies, international relations, development studies, law, political science, human rights, sociology, or international law. A first-level university degree may be accepted in combination with additional qualifying experience, demonstrating the importance of both formal education and practical experience in this role.

Experience:
Candidates should have at least 5 years of progressively responsible experience in designing, managing, monitoring, and reporting on governance-related programs/projects, with a specific focus on gender equality and social inclusion, WPS/TJ. Experience in building partnerships with governments, donors, and civil society organizations, particularly women's groups and conflict victim groups, is crucial. Additionally, experience in writing quality donor reports using a results-based management approach is highly valued, and prior experience working with the UN is considered an asset.

Languages:
Fluency in English and Nepali is required for this position, as effective communication in both languages is essential for collaboration with diverse stakeholders and partners.
