Job Overview: The Programme Officer position at UN Women Nepal is pivotal for the effective management of programs aimed at promoting Gender Responsive Inclusive Governance (GRIG). This role involves providing substantive inputs to the design, formulation, implementation, and evaluation of programs, particularly focusing on access to justice, women, peace and security" style="border-bottom: 1px dotted #007bff !important;">security (WPS), and transitional justice. The Programme Officer will work closely with the Programme Analyst and collaborate with the operations team to ensure successful implementation of UN Women’s initiatives. The position requires a strong commitment to advancing gender equality and social inclusion, with a focus on empowering marginalized groups, including women, youth, and children. The Programme Officer will also be responsible for monitoring results achieved during program implementation and ensuring adherence to established systems and procedures, making enhancements as necessary.
Duties and Responsibilities: The Programme Officer will undertake a variety of duties, including:
Contributing technically to the development of program strategies in the area of Gender Responsive Inclusive Governance, focusing on WPS, transitional justice, and access to justice.
Providing substantive inputs to the design and formulation of program/project strategies, proposals, and initiatives.
Offering technical support for the implementation and management of the GRIG thematic area program.
Leading the implementation of program activities and coordinating calls for proposals, including organizing technical review committees.
Reviewing and monitoring the submission of financial and narrative reports from implementing partners.
Providing guidance on Results Based Management and monitoring implementation.
Developing technical knowledge products and maintaining relationships with national partners and stakeholders.
Monitoring progress of program activities and finances, drafting reports on monitoring missions and program results.
Contributing to resource mobilization strategies and preparing relevant documentation for donor meetings. 1
Supporting inter-agency coordination on GRIG thematic area to ensure coherence with other partners. 1
Developing background documents and coordinating capacity building initiatives and advocacy campaigns.
Required Qualifications: Candidates must possess a strong foundation in program/project management, particularly in governance-related initiatives focusing on gender equality and social inclusion. They should have the ability to interact effectively with government and civil society partners, particularly women's rights organizations and victim groups. Strong analytical skills and the ability to write briefings and reports are essential. Candidates should demonstrate integrity, professionalism, and respect for diversity, along with a commitment to UN Women’s values and competencies.
Educational Background: A Master’s degree or equivalent in gender studies, international relations, development studies, law, political science, human rights, sociology, international law, or other relevant social science fields is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates should have at least 5 years of progressively responsible experience in designing, managing, monitoring, and reporting on governance-related programs/projects, with a specific focus on gender equality and social inclusion, WPS, and transitional justice. Experience in building partnerships with governments, donors, and civil society organizations, particularly those focused on women's rights and conflict victim groups, is essential. Experience in writing quality donor reports using a results-based management approach is an added advantage, and familiarity with UN operations is beneficial.
Languages: Fluency in English and Nepali is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
