The SOC plays a crucial role in monitoring, facilitating, and coordinating security communications through the Security Communications System (SCS) within designated operational areas. It maintains essential administrative datasets that support communication readiness, including contact information for UNSMS personnel, offices, vehicles, and emergency services. The SOC provides vital support to the United Nations Department of Safety and Security (UNDSS) and partner entities by ensuring reliable communications, timely escalation of incidents, and accurate record-keeping to aid in security decision-making. The SOC operates in a fast-paced and demanding environment, requiring the incumbent to respond promptly to calls for assistance, disseminate accurate instructions, and maintain composure while relaying critical information to UNSMS personnel and other authorized stakeholders. The SOC Assistant is integral to a response and support function that significantly contributes to the protection of UN personnel and the continuity of UN operations. The contract duration for this position extends until the end of December 2026.

Job Overview:
The SOC Assistant is responsible for providing operational support and administrative assistance within the Security Operations Centre. This role involves receiving, transmitting, and relaying security and safety messages on behalf of various security officials, including the Designated Official (DO), Security Adviser (SA), and Deputy Security Adviser (DSA). The SOC Assistant must utilize all approved communication channels in accordance with established Standard Operating Procedures (SOPs). Upon receiving notifications of security or safety incidents, the Assistant is expected to escalate these notifications through defined channels without delay, documenting actions in real time. The role also includes monitoring the movement of field missions via the Security Communications System (SCS) and ensuring compliance with movement control and check-in requirements. The SOC Assistant provides immediate support to UNSMS personnel involved in security incidents, maintaining continuous communication and recording all related information. Additionally, the Assistant is responsible for maintaining contact details of UNSMS personnel and their families, ensuring data protection compliance, and preparing timely reports as directed by senior security professionals. The position requires participation in training and capacity-building activities, contributing to knowledge networks, and performing other duties as assigned by supervisors.

Duties and Responsibilities:
The SOC Assistant's duties and responsibilities include:
  • Providing operational support by receiving, transmitting, and relaying security and safety messages on behalf of the DO, SA, DSA, and FSAs.
  • Escalating security or safety incident notifications through defined channels and documenting actions in real time.
  • Monitoring the movement of field missions via the SCS, ensuring compliance with movement control and check-in requirements.
  • Providing immediate support to UNSMS personnel involved in incidents by alerting response functions and maintaining communication.
  • Notifying relevant security focal points when personnel are involved in incidents and capturing acknowledgments.
  • Monitoring SCS usage and enforcing adherence to SOPs, guiding personnel on protocols.
  • Verifying the operational status of SCS equipment and reporting anomalies.
  • Conducting personnel headcounts as instructed.
  • Maintaining contact details of UNSMS personnel and eligible family members, ensuring data protection compliance. 1
  • Maintaining UN warden lists and contact details for emergency services and security providers. 1
  • Preparing and submitting reports as directed. 1
  • Participating in training and capacity-building activities.

Required Qualifications:
The required qualifications for the SOC Assistant position include a minimum of secondary education. A university degree (bachelor’s degree equivalent) in Political Science, Military Studies, Security Management, Management, or a relevant field is preferred but not mandatory. Applicable security, police, or military training is desirable. Candidates should have a minimum of 4 years of relevant work experience related to security operational communications with secondary education or 1 year with a bachelor’s degree. Proficiency in computer-based tools such as MS Office and familiarity with safety and security protocols are essential. Experience within the UN system, I/NGO, or international organizations is desirable, along with prior experience in the Armed Forces, Police, or IT-related fields. Candidates should demonstrate the ability to work effectively in a team and be willing to work extra hours in emergencies.

Educational Background:
Candidates must possess at least a secondary education. A university degree in relevant fields such as Political Science, Military Studies, Security Management, or Management is advantageous but not a strict requirement. Additional training in security, police, or military disciplines is considered beneficial.

Experience:
The position requires a minimum of 4 years of relevant work experience in security operational communications for candidates with secondary education or 1 year for those with a bachelor’s degree. Experience should involve direct interaction with a broad range of clients and familiarity with safety and security protocols.

Languages:
Fluency in English and Nepali is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
