Job Overview:
The Head of National Office is a senior position within UNHCR, responsible for overseeing the operations and management of the National Office in Nepal. This role involves acting under the delegated authority of the UNHCR Representative or Deputy Representative, providing managerial oversight and reporting on critical developments related to protection, security" style="border-bottom: 1px dotted #007bff !important;">security, and operational matters within the geographical area of responsibility (AOR). The incumbent will also participate in UN Country Team meetings and support the UN Designated Official in security management.

Duties and Responsibilities:
The duties and responsibilities of the Head of National Office include monitoring and reporting on the implementation of refugee-related responsibilities and international obligations of local authorities. The incumbent will advocate for UNHCR standards regarding the treatment of persons of concern and ensure that their basic needs are assessed and met. The Head of National Office will oversee the planning, formulation, and budgeting of assistance projects, ensuring timely implementation and monitoring of activities. Additionally, the role involves managing UNHCR resources effectively, maintaining security measures for the office and residential compounds, and ensuring staff welfare. The Head of National Office will guide and coach subordinate staff, prepare regular reports for the UNHCR Regional/Deputy Regional Representative, represent UNHCR in inter-agency forums, and enforce compliance with UNHCR policies and standards. The incumbent will also lead risk assessments and discussions to manage risks and seize opportunities impacting objectives.

Required Qualifications:
Candidates for the Head of National Office position must possess a minimum of three years of relevant experience with an undergraduate degree, two years of relevant experience with a graduate degree, or one year of relevant experience with a doctorate degree. Essential qualifications include knowledge of UNHCR's mandate and its field-level application, as well as applied knowledge of protection principles and operational standards. Candidates should also have strong advocacy skills, experience in managing an office or staff, and a good understanding of refugee protection policies and frameworks. Familiarity with the geopolitical environment affecting refugee issues in Nepal is highly desirable.

Educational Background:
The educational background required for this position includes a degree in fields such as Business Administration, Economics, International Relations, Law, Management, Political Science, or other relevant areas. A graduate qualification in law, management, or related fields is considered desirable, as it enhances the candidate's ability to navigate complex legal and operational challenges in the context of refugee protection and assistance.

Experience:
The position requires candidates to have a significant level of experience in representing UNHCR or another UN agency with external audiences. Experience in managing an office or staff is a strong asset, as is a demonstrated ability to engage in advocacy and apply protection principles effectively. Candidates should have a proven track record of working in politically sensitive environments and be able to analyze and use data to make informed decisions.

Languages:
For this position, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For National Professional jobs, knowledge of the local language is also required.
