Job Overview:
The Operations and Compliance Analyst plays a crucial role in supporting financial management, assurance activities, and financial reporting within the UNFPA country office in Kathmandu. This position is designed to facilitate the effective implementation and delivery of projects by providing dedicated operational support. The analyst will work closely with UNFPA programme officers and the operations team to ensure that resources are utilized appropriately and in compliance with relevant policies and requirements. The role involves guiding and overseeing financial processes, ensuring that major risks and compliance issues are managed effectively, and supporting the overall operational performance of the country programme. The analyst will also assist in budget and expenditure analysis, programme delivery monitoring, and management reporting, contributing to evidence-based planning and decision-making.

Duties and Responsibilities:
The Operations and Compliance Analyst will be responsible for a wide range of duties, including but not limited to: supporting quality assurance reviews of compliance processes, following up on audit recommendations, and assisting in the development and implementation of oversight mechanisms for Country Office operations. The analyst will assess the Internal Control Framework, identify weaknesses and inefficiencies, and support the identification of deviations from established rules and regulations. Additionally, the analyst will conduct periodic due diligence for implementing partners, assess risks, and contribute to the implementation of the HACT Assurance Plan. The role also involves monitoring financial performance, ensuring alignment between cash limits and work plan budgets, and supporting the finance team in the reconciliation process. The analyst will prepare compliance, assurance, risk management, and operational performance reports to support decision-making and strategic oversight.

Required Qualifications:
Candidates must possess an advanced university degree in Finance, Accounting, Business, Public Administration, or a related field. Professional experience in finance or audit, or other directly related fields is advantageous. Familiarity with computers and office software packages, particularly advanced knowledge of spreadsheet and database applications, is essential. Experience with ERP systems, preferably Oracle-based, is a plus. Previous experience in the UN and knowledge of UN internal control, risk management, and implementing partner procedures is also beneficial. Candidates should demonstrate excellent organizational skills, attention to detail, and strong verbal and written communication abilities. The ability to work collaboratively across teams and formulate business requirements into logical system specifications is crucial.

Educational Background:
An advanced university degree in Finance, Accounting, Business, Public Administration, or a related field is required for this position. This educational background provides the necessary foundation for understanding complex financial systems and compliance requirements, which are critical for the role of Operations and Compliance Analyst.

Experience:
Candidates should have professional experience in finance, audit, or related fields.
