Job Overview:
The consultancy position is designed to provide high-level technical, analytical, policy, and program support to establish demographic intelligence and adaptation as core capabilities of the UNFPA Nepal Country Office. The consultant will play a crucial role in translating population dynamics and demographic changes into actionable intelligence for policy, planning, financing, and programming. This involves integrating demographic intelligence approaches under the Tenth Country Programme (CP10) and strengthening national capacity to anticipate and respond to demographic changes. The consultant will also engage with national and subnational partners to institutionalize demographic intelligence within government structures and promote innovative decision-support tools that align with the ICPD Programme of Action.

Duties and Responsibilities:
The consultant will be responsible for leading the development and operationalization of a demographic intelligence approach for UNFPA Nepal. This includes analyzing key demographic transitions such as fertility decline, population ageing, migration, and urbanization, and generating forward-looking demographic analysis and projections. The consultant will provide high-level technical and policy advice to UNFPA and national partners, supporting the integration of demographic evidence into development policies and plans. Additionally, the consultant will engage in policy dialogue with various stakeholders, develop strategic advisory notes, and strengthen the analysis of the economic implications of demographic change. The role also involves supporting the integration of demographic intelligence across various program areas, identifying opportunities for integrated programming, and building partnerships with government and development partners.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in demography, population studies, economics, public policy, development studies, sociology, gender studies, social sciences, public health, international development, or a related field. A doctoral degree in a relevant field is considered an asset. Additionally, candidates should have at least 7 years of progressively responsible professional experience in population and development, demographic analysis, or related fields, with a strong understanding of population dynamics and demographic methods. Proven experience in policy advice, advocacy, and stakeholder engagement is essential, along with strong analytical and writing skills to translate complex evidence into accessible policy products.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field is required. A doctoral degree would be advantageous. The educational background should be focused on areas related to population dynamics, development studies, or public policy, ensuring that candidates have a solid foundation in the principles and practices relevant to demographic analysis and policy formulation.

Experience:
Candidates should have a minimum of 7 years of professional experience in areas related to population and development, including demographic analysis and public policy.
