Job Overview: In this critical role, the Emergency Specialist will work under the guidance and supervision of the Deputy Representative to establish and implement emergency preparedness and response strategies for the Nepal Country Office. The position involves the development, planning, implementation, monitoring, and evaluation of emergency interventions aimed at ensuring the survival and well-being of children, mothers, and affected communities during emergencies. The Emergency Specialist will provide technical oversight to emergency preparedness and response actions led by field offices, coordinating closely with Chief Field Offices and section heads in Kathmandu. Key areas of responsibility include emergency preparedness, emergency response, and emergency project management, all of which are crucial for effective humanitarian action.
Duties and Responsibilities: The Emergency Specialist will be responsible for the following duties:
Develop and implement emergency preparedness plans and strategies for the Nepal Country Office.
Coordinate emergency response efforts with field offices and ensure alignment with UNICEF's global humanitarian strategies.
Monitor and evaluate emergency interventions to assess their effectiveness and impact on children and communities.
Provide technical guidance and support to field offices in the planning and execution of emergency projects.
Collaborate with government agencies, NGOs, and other stakeholders to enhance emergency response capabilities.
Lead capacity-building initiatives for staff and partners in emergency preparedness and response.
Ensure compliance with UNICEF's policies and guidelines in all emergency-related activities.
Prepare high-quality reports and documentation related to emergency interventions and funding proposals.
Engage in fundraising efforts to secure resources for emergency preparedness and response actions. 1
Required Qualifications: To qualify as an advocate for every child, candidates must possess the following minimum requirements:
A Master’s degree or equivalent (Advanced University Degree) in international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, or nutrition.
A minimum of 5 years of relevant work experience in program/project development, planning, implementation, monitoring, evaluation, and administration, with field work experience being essential.
Strong knowledge of UN humanitarian reform principles, international humanitarian laws, and global humanitarian issues.
Proven ability to lead and coordinate emergency preparedness and response actions effectively.
Educational Background: Candidates must have a Master’s degree or equivalent (Advanced University Degree) in a relevant field such as international relations, international law, or nutrition. This educational background is crucial for understanding the complexities of humanitarian work and the legal frameworks that govern it.
Experience: Candidates should have at least 5 years of relevant work experience in program/project development, planning, implementation, monitoring, evaluation, and administration. Field work experience is required to ensure that candidates are familiar with the challenges and realities of working in emergency situations. Experience in developing-country contexts, particularly in fragile settings and humanitarian contexts, is highly desirable.
Languages: Proficiency in both English and Nepali is mandatory for this position. Candidates should be fluent in both languages to effectively communicate and report on emergency interventions. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered a desirable asset, enhancing the candidate's ability to engage in international contexts.
