Job Overview:
The Laboratory and Diagnostics Advisor will play a crucial role in providing technical leadership and guidance for the laboratory and diagnostic components of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity, which is funded by the U.S. Department of State. This position requires the individual to lead and manage the development, implementation, and monitoring of strategic and technical initiatives aimed at strengthening laboratory systems and enhancing diagnostic capacities in Nepal. The advisor will work closely with country-level teams and key stakeholders to ensure the provision of effective technical assistance, aiming for high-quality and reliable laboratory services. The role involves developing guidelines and policies for laboratory diagnostic network strengthening, contributing to project work plans, and ensuring that project activities align with overall goals. The advisor will also be responsible for frequent field visits, approximately 50% of the time, to various locations across Nepal to oversee project implementation and provide on-the-ground support.

Duties and Responsibilities:
The key responsibilities of the Laboratory and Diagnostics Advisor include providing technical leadership and strategic guidance for the laboratory and diagnostic services component of the project, ensuring coordination with other technical areas to achieve synergy. The advisor will monitor and maintain project protocols, instruments, data sets, manuals, training materials, and reports related to their area of expertise. They will collaborate closely with national, regional, and local counterparts to provide the necessary technical assistance to meet project objectives. The advisor will lead the development and writing of technical briefs and reports, provide subject matter expertise for laboratory network strengthening activities, and support the scale-up of new diagnostic tools. Additionally, they will mentor junior project team members, conduct laboratory capacity assessments, and participate in stakeholder meetings. The advisor will also be responsible for overseeing project timelines and budgets, ensuring that activities are on track with approved work plans, and preparing reports summarizing project results.

Required Qualifications:
Candidates must possess a Master’s degree in microbiology or a relevant subject within the biological sciences, particularly in a clinical or diagnostic discipline. A minimum of 8 years of experience in infectious disease diagnostics and/or laboratory systems strengthening is required, with a preference for experience in microbiology, antimicrobial resistance, or disease surveillance. Familiarity with U.S. government-funded projects and regulations is preferred. Extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems is essential, along with a demonstrated ability to design and manage laboratory strengthening initiatives. Experience in capacity-building activities, strong organizational and analytical skills, and sensitivity to cultural differences are also important qualifications for this role.

Educational Background:
The educational background required for this position includes a Master’s degree in microbiology or a related field within the biological sciences, with a focus on clinical or diagnostic disciplines. This advanced education is crucial for understanding the complexities of laboratory systems and infectious disease diagnostics, as well as for providing the necessary technical leadership in these areas.

Experience:
The position requires a significant level of experience, specifically a minimum of 8 years in the field of infectious disease diagnostics and laboratory systems strengthening.
