Job Overview: The MEL Data Analyst will play a vital role in supporting the implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Nepal. This position involves maintaining and implementing the monitoring and evaluation processes and practices of the project. The analyst will be responsible for training program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are accurately prepared and collected in targeted geographic areas and sectors. The role requires providing basic technical support and guidance to staff and partners within the country office, drafting technical portions of proposals and project designs based on the direction set by technical leadership, and implementing and monitoring technical strengthening initiatives. Additionally, the MEL Data Analyst will develop training strategies, design and conduct training or adoption activities for specific technical areas, create scientific or technical materials in their area of expertise, and evaluate programmatic effectiveness by providing technical assessment reports. Administrative support on core project operations, such as updating manuals, assisting with proposals, and budget tracking, will also be part of the responsibilities.
Duties and Responsibilities: The MEL Data Analyst will assist in providing technical support in the development and dissemination of tools, materials, reports, papers, and interventions for projects. They will also assist with technical troubleshooting, perform data analysis using various statistical tools, and ensure quality control and quality assurance support. The analyst will contribute to the development and sharing of lessons, knowledge, innovations, and best practices, and provide support for work planning and preparation of work plans. They will support technical aspects of projects, including staff and partner capacity building, and work closely with assigned teams to ensure activities are implemented according to standard operating procedures (SOPs). The analyst will monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports, participate in client and funder meetings, prepare Requests for Proposals for technical, administrative, and other service needs, and respond to requests and inquiries from internal and external staff. They will also provide administrative and logistic support to the technical team, training events, meetings, and other activities, support the preparation of quarterly and annual reports, and write and edit technical reports and documents. Gathering information, data, and statistics needed for reports, presentations, papers, and other documentation will be essential, as well as participating in data review and supporting data use for decision-making. The analyst will ensure proper documentation and reporting of services rendered to clients and assist with compiling technical content such as reports, presentations, and manuscripts. They will work on problems of moderate scope that require analysis or interpretation of various factors, exercise judgment within defined procedures and practices, and build rapport with internal and external staff. The analyst will receive general instructions on routine work and detailed instructions on new assignments or projects, and perform other duties as assigned by the supervisor, Project Director, and Country Representative.
Required Qualifications: The position requires a Bachelor’s degree or its international equivalent in social science, Statistics, Biostatistics, Public Health/Epidemiology, Data Science, or a related field. Typically, a minimum of 5 years of relevant experience is required, which includes managing data collection, monitoring, evaluation, capacity strengthening in the country, and technical assistance experience. Prior work experience in a non-governmental organization (NGO), government agency, or private company is essential. Proficiency with database management software and online search tools is required, along with the ability to develop scopes of work and deliverables for partners and consultants. Candidates must demonstrate sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in assigned areas. The ability to manage multiple tasks proactively, work in a virtual environment, and be flexible in managing time across different teams in various time zones is crucial. Strong communication skills, both oral and written, are necessary, as well as excellent organizational and analytical skills. Proficiency in using Microsoft Office Suite is required, and familiarity with data management and analytic software such as Microsoft Excel, PowerBI, Tableau, Stata, SAS, SPSS, or R is preferred.
