Job Overview:
The Programme Officer position at UN Women Nepal is crucial for the effective management of programs aimed at promoting Gender Responsive Inclusive Governance (GRIG), particularly focusing on women's leadership and political participation. The officer will report to the Programme Analyst and will be responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of programs under the GRIG thematic area. This role involves close collaboration with the program and operations teams to ensure successful implementation of UN Women Nepal's initiatives. The Programme Officer will contribute technically to the development of program strategies, proposals, and initiatives, while also identifying areas for support and intervention related to the program. The position requires a proactive approach to monitoring results achieved during implementation and ensuring the appropriate application of systems and procedures, with a focus on enhancing program delivery as necessary.

Duties and Responsibilities:
The Programme Officer will have a comprehensive set of duties and responsibilities, including but not limited to: contributing technically to the development of program strategies in the area of Gender Responsive Inclusive Governance; providing substantive inputs to the design and formulation of program/project strategies and proposals; leading the implementation of program activities; coordinating calls for proposals and organizing technical review committees; reviewing and monitoring the submission of financial and narrative reports from implementing partners; providing guidance on Results Based Management; offering technical assistance and capacity development to project/program partners; maintaining relationships with national partners and stakeholders; monitoring progress of implementation activities and finances; drafting reports on program results and outcomes; providing inputs to financial reports and budget revisions; contributing to resource mobilization strategies; participating in donor meetings; and supporting inter-agency coordination efforts related to the GRIG thematic area.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in fields such as gender studies, international relations, development studies, law, political science, human rights, sociology, international law, or other relevant social science disciplines. Additionally, candidates should have at least 5 years of progressively responsible experience in designing, managing, monitoring, and reporting on governance-related programs/projects, with a specific focus on gender equality and social inclusion. Experience in building partnerships with governments, donors, and civil society organizations, particularly women's groups and rights organizations, is essential. The ability to write quality donor reports using a results-based management approach is considered an added value, and experience working with the UN is also advantageous.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as gender studies, international relations, development studies, law, political science, human rights, sociology, or international law. In cases where candidates possess a first-level university degree, they may be considered if they have two additional years of qualifying experience in lieu of the advanced degree.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in the design, management, monitoring, and reporting of governance-related programs/projects. This experience should specifically focus on gender equality and social inclusion, as well as women's leadership and political participation, including electoral support. Candidates should also have experience in building partnerships with various stakeholders, including governments, donors, and civil society organizations, particularly those focused on women's rights and intersecting identities. Experience in writing donor reports using a results-based management approach is highly valued, and familiarity with UN operations is considered an asset.

Languages:
Fluency in English and Nepali is required for this position. Candidates who possess a first-level university degree may be accepted if they have two additional years of qualifying experience in lieu of the advanced university degree. Proficiency in other languages may be considered an advantage but is not mandatory.
