Job Overview:
The Representative will lead a country office team in the design and implementation of a comprehensive population and development program, with a strong emphasis on sexual and reproductive health. This role involves strategic leadership and management of the country program, ensuring alignment with UNFPA's global and regional priorities. The Representative will be responsible for fostering partnerships with various stakeholders, including government entities, UN agencies, and civil society organizations, to advocate for the integration of sexual and reproductive health issues into national development agendas. The position requires a proactive approach to resource mobilization and effective communication to promote UNFPA's mandate and objectives. The Representative will also oversee the implementation of programs in emergency settings, ensuring that the needs of the most vulnerable populations are met. This role is critical in driving the organization's mission to improve the lives of millions, particularly those who are marginalized or excluded.

Duties and Responsibilities:
The Representative will be responsible for the following key duties:
  • Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues in the country, build institutional relationships with various stakeholders, promote UNFPA’s role in the national development agenda, establish priorities for the Country Office, and ensure the incorporation of best practices into operations.
  • Management of Resources: Manage international and national staff, foster a culture of growth and development, attract and retain high-caliber staff, set performance standards, and drive resource mobilization strategies.
  • Programme Leadership and Representation: Advise senior management on country-level issues, provide leadership in policy dialogue, engage national counterparts through advocacy, represent UNFPA in inter-agency settings, and drive accountability for humanitarian response plans.
  • Programme Oversight and Coordination: Ensure compliance with UNFPA policies, enforce financial and monitoring processes, and carry out additional duties as required by the Regional Director.

Required Qualifications:
Candidates must possess an advanced university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have at least 15 years of progressively responsible professional experience in public administration and international development, with a minimum of 10 years in population and development, sexual and reproductive health, or humanitarian contexts at the international level. Proven leadership skills, experience in advocacy and policy dialogue, and a strong understanding of the UNFPA mandate are essential. Field experience, particularly in developing or crisis contexts, is highly desirable.

Educational Background:
An advanced university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is crucial for understanding the complexities of population and development issues, as well as the frameworks that guide sexual and reproductive health policies and programs.

Experience:
Candidates should have a minimum of 15 years of increasingly responsible professional experience in public administration and international development. This includes at least 10 years of experience specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. The ideal candidate will have a proven track record of leading teams to achieve high-quality results and will possess current knowledge of the relevant issues within the development and humanitarian agenda.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of another official UN language is desirable, as it enhances communication and collaboration within the international context of UNFPA's operations.
