Job Overview: The Credit Guarantee Analyst position is crucial for the successful rollout and operationalization of the Agriculture Credit Guarantee Scheme (Agri-CGS) in Nepal. This role involves providing technical leadership in finalizing the Agri-CGS strategy and roadmap, drafting essential operational documents, and leading the design of the first individual guarantee product. The analyst will engage with various stakeholders, including participating financial institutions, local governments, and development partners, to ensure the scheme is effectively implemented. The position requires a blend of strategic design, technical drafting, stakeholder engagement, and capacity building, all aimed at improving access to finance for Micro, Small, and Medium Enterprises (MSMEs) in the agricultural sector.
Duties and Responsibilities: The Credit Guarantee Analyst will have a diverse set of responsibilities, including:
Product Design and Rollout: Coordinating the design of the pilot individual credit guarantee product, leading the development of necessary documents, facilitating consultations with stakeholders, and maintaining strong relationships with all parties involved.
Technical Support for Policy Instruments: Providing technical support for developing standardized templates and operational manuals, ensuring transparency and accountability in the operationalization of the guarantee product.
Advisory Support and Capacity Building: Developing monitoring tools, reporting templates, and impact measurement frameworks, drafting Terms of Reference, and providing capacity building support to DCGF staff and other stakeholders.
Gender & Social Inclusion Mainstreaming: Ensuring that gender and social inclusion are integrated into all policy documents and operational tools, and providing technical support for related training and capacity building activities.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in Banking and Finance, Microfinance, Development Finance, Development Economics, Business Management, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will also be considered. Additionally, candidates should have a good knowledge of computer and office software packages, particularly MS Word and Excel.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Banking and Finance, Microfinance, Development Finance, Development Economics, or Business Management. A bachelor's degree in these fields, along with two additional years of relevant experience, is also acceptable. This educational foundation is essential for understanding the complexities of development finance and the specific challenges faced by MSMEs in Nepal.
Experience: The position requires a minimum of two years of work experience in development finance, feasibility studies related to improving access to finance, or similar fields. Candidates with a Master’s degree should have at least two years of relevant experience, while those with a Bachelor’s degree should have a minimum of four years. Experience in designing and implementing credit guarantee schemes, as well as familiarity with the economic and financial landscape of Nepal, is highly desirable.
Languages: Fluency in written and oral English and Nepali is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, drafting documents, and reporting on progress. Additional language skills may be considered an asset but are not mandatory.
