Job Overview: The National Evaluation Team Member will play a crucial role in the Country Programme Evaluation (CPE) for UNFPA in Nepal, which aims to assess the effectiveness and sustainability of UNFPA's support in the country. This position involves a comprehensive evaluation of the 9th Country Programme (2023–2027) and will require the candidate to engage in all phases of the evaluation process. The role includes designing evaluation tools, collecting data, and reporting findings to various stakeholders. The candidate will be expected to provide expertise in integrated sexual and reproductive health services, maternal health, and family planning, contributing to the methodological design of the evaluation and ensuring that the evaluation process adheres to ethical standards and integrates human rights and gender perspectives.
Duties and Responsibilities: The National Evaluation Team Member will be responsible for several key deliverables throughout the evaluation process. During the design phase, the consultant will produce a design report and a PowerPoint presentation, culminating in a final design report that includes a stakeholder map and fieldwork agenda. In the field phase, the consultant will be tasked with creating an evaluation matrix and preparing a PowerPoint presentation for debriefing meetings. During the reporting phase, the consultant will consolidate the evaluation matrix and produce multiple versions of the evaluation report, including a final report that adheres to the Evaluation Handbook guidelines. The consultant will also be responsible for conducting interviews and group discussions with stakeholders, ensuring that all deliverables are developed in English and meet the required standards.
Required Qualifications: Candidates must possess a Master’s degree in public health, medicine, health economics, epidemiology, biostatistics, social sciences, or a related field. Additionally, candidates should have 5-7 years of experience in conducting evaluations, assessments, or research studies within the context of international development and humanitarian assistance. A strong understanding of sexual and reproductive health and rights (SRHR), including maternal health and family planning, is essential. Candidates must demonstrate the ability to maintain the integrity of the evaluation process, ensuring confidentiality and adherence to ethical standards. Familiarity with evaluation methodologies and the ability to apply both qualitative and quantitative data collection methods are also required.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as public health, medicine, health economics, epidemiology, biostatistics, or social sciences. This advanced education is crucial for understanding the complexities of health systems and evaluation methodologies, which are essential for the role.
Experience: The ideal candidate should have a minimum of 5-7 years of relevant experience in conducting evaluations, reviews, assessments, or research studies, particularly in the field of international development and humanitarian assistance. This experience should include substantive knowledge of sexual and reproductive health and rights, as well as familiarity with the national development context of Nepal. Experience working with multidisciplinary teams and a solid understanding of evaluation approaches and methodologies are also important.
Languages: Fluency in both written and spoken English and Nepali is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of evaluation reports and presentations.
