Job Overview: The Finance Analyst position at UNDP Nepal is pivotal in ensuring the effective delivery of financial services and the transparent utilization of financial resources within the Country Office (CO). The role involves managing the CO Finance Unit, supervising staff, and collaborating closely with various teams to enhance financial performance. The Finance Analyst is expected to analyze and interpret financial rules and regulations, providing solutions to complex financial issues while promoting a client-oriented approach. This position requires a strategic mindset to integrate operational functions at the project design stage, stimulate innovation, and adopt sustainable practices aligned with UNDP's goals. The Finance Analyst will also play a crucial role in planning and managing the Programme Resource Framework, ensuring that financial plans incorporate gender-responsive and socially inclusive allocations, and contribute to the overall mission of UNDP in Nepal.
Duties and Responsibilities: The Finance Analyst will be responsible for a wide range of duties including: coordinating with the Operations Manager and Senior Management for resource allocation; ensuring systematic mechanisms for project budget preparation and monitoring; analyzing and reporting on programme resource situations; managing financial operations in compliance with UNDP rules; overseeing the utilization of management resources; assisting in finalizing cost-sharing agreements with donors; monitoring financial indicators; ensuring compliance with financial activities and internal controls; managing project budgets; controlling CO accounts; ensuring timely cash management; providing training on financial management; and enhancing the skills of programme staff on financial management and gender-responsive budgeting. The role also involves supervising the Finance Unit staff and ensuring effective collaboration across various teams and functions.
Required Qualifications: Candidates must possess a professional accounting qualification from an internationally accredited institute or an Advanced (Master’s) University Degree in Finance and/or Accounting. A first-level university degree in these fields combined with additional qualifying experience may also be acceptable. Candidates with professional accounting qualifications will have a distinct advantage. Those without such qualifications but with relevant degrees must complete the Finance Training and Certification Programme (FTCP) if recruited. Additionally, candidates with an MBA or master's in finance without accountancy qualifications must undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting. Strong analytical skills, proficiency in financial management, and a commitment to gender equality and inclusion are essential.

Proven experience in financial operations within international organizations or development agencies is highly desirable. Candidates should demonstrate expertise in budget formulation, financial planning, monitoring, and reporting, along with experience in using ERP systems and financial dashboards for analysis and reporting. Strong analytical and problem-solving skills, as well as the ability to lead and motivate a diverse team, are crucial for success in this role.
Languages: Fluency in both oral and written English and Nepali is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within the diverse environment of UNDP.
