Job Overview:
The National Monitoring Consultant will play a crucial role in assessing the relevance, effectiveness, and early impacts of selected interventions under the Protect, Respect, and Remedy components of IOM Nepal’s Migration, Business and Human Rights (MBHR) programme. This consultancy is part of a broader initiative supported by the European Union and the Government of Sweden, which aims to uphold the human and labour rights of migrant workers across several countries in Asia. The consultant will be responsible for conducting monitoring activities, including document reviews, key informant interviews, and focus group discussions, to produce a comprehensive monitoring report that aligns with the MBHR Asia Monitoring Framework and donor requirements. The consultant will work closely with the MBHR Asia Monitoring and Evaluation Officer and the National Programme Officer at IOM Nepal, ensuring that the monitoring activities are coherent and effective in addressing the needs of migrant workers.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting assessments of the effectiveness and impact of migration schools and community mobile clinics in selected municipalities, focusing on changes in community awareness and help-seeking behavior.
  • Evaluating capacity-building efforts with Nepali private recruitment agencies, measuring improvements in knowledge and recruitment practices.
  • Assessing the relevance and effectiveness of direct assistance provided to migrant workers and their families, including legal aid training for pro bono lawyers.
  • Collecting and analyzing evidence on how interventions integrate gender equality and social inclusion, as well as climate and environmental considerations.
  • Producing an inception report outlining monitoring questions, sampling strategies, and data collection tools.
  • Delivering stakeholder briefings to validate findings and gather feedback.
  • Drafting a monitoring report that outlines preliminary findings and incorporates feedback for actionable recommendations.

Required Qualifications:
Candidates must possess a Master’s Degree in monitoring, evaluation, migration studies, public policy, international development, or related fields from an accredited institution, along with at least 5 years of professional experience in monitoring and evaluation, preferably within migration, labour rights, or human rights programmes. Alternatively, a Bachelor’s Degree in the same fields with 7 years of relevant professional experience is acceptable. Candidates should demonstrate expertise in designing and implementing monitoring tools, conducting qualitative research, and producing analytical reports with actionable recommendations.

Educational Background:
The educational requirements for this position include a Master’s Degree in relevant fields such as monitoring, evaluation, migration studies, public policy, or international development. Candidates with a Bachelor’s Degree in these fields must have additional years of relevant experience to qualify. The educational background should be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices related to monitoring and evaluation in the context of migration and human rights.

Experience:
Candidates should have demonstrated experience working in Nepal, with a strong understanding of the local context and challenges faced by migrant workers. Experience in designing and implementing monitoring tools, conducting qualitative research methods such as key informant interviews and focus group discussions, and producing analytical reports is essential. Familiarity with gender equality and social inclusion frameworks, as well as the ethical recruitment standards, is highly desirable.

Languages:
Knowledge of English and Nepali is required for this position. Proficiency in both languages is essential for effective communication with stakeholders and for conducting interviews and focus group discussions. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The consultancy is expected to involve field travel to project sites in the Koshi and Madhesh provinces. The appointment will be subject to funding confirmation and certification of the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations, including discrimination and harassment.
