Job Overview:
The National Evaluation Team Member will play a crucial role in the Country Programme Evaluation (CPE) for UNFPA in Nepal, specifically focusing on the 9th Country Programme (2023–2027). This position requires a deep understanding of gender equality, women's empowerment, and human rights, particularly in the context of sexual and reproductive health. The evaluator will be responsible for the design and implementation of evaluation methodologies, ensuring that the evaluation process adheres to ethical standards and integrates human rights perspectives. The role involves collaborating with various stakeholders, including UNFPA staff and national partners, to gather data and insights that will inform the evaluation's conclusions and recommendations. The evaluator will contribute to the development of evaluation tools, participate in data collection, and assist in reporting and disseminating findings. This position is integral to enhancing UNFPA's capacity for result-based management and fostering a culture of evaluation within the organization.

Duties and Responsibilities:
The National Evaluation Team Member will be responsible for a range of tasks throughout the evaluation process, including but not limited to:
  • Designing the evaluation framework and methodology, including the development of evaluation tools and data collection strategies.
  • Conducting a comprehensive review of relevant documents and literature to inform the evaluation design.
  • Engaging with stakeholders through interviews and focus group discussions to gather qualitative data.
  • Collaborating with the evaluation team leader and UNFPA staff to ensure alignment with organizational goals and objectives.
  • Producing various evaluation deliverables, including design reports, evaluation matrices, and final evaluation reports, all of which must be developed in English.
  • Presenting findings and recommendations to stakeholders, including UNFPA management and partners, to facilitate understanding and action on the evaluation results.
  • Ensuring that all evaluation activities adhere to ethical standards, including confidentiality and the principle of 'do no harm.'
  • Contributing to the capacity-building efforts of UNFPA Nepal in result-based management and evaluation practices.

Required Qualifications:
Candidates must possess a Master's degree in women/gender studies, human rights law, social sciences, development studies, or a related field. Additionally, they should have 5-7 years of relevant experience in conducting evaluations, assessments, or research studies within the international development and humanitarian assistance sectors. A strong understanding of gender equality, women's empowerment, and issues related to gender-based violence and harmful practices is essential. Candidates should demonstrate the ability to integrate human rights and gender perspectives throughout the evaluation process and possess solid knowledge of evaluation methodologies and data collection methods. Excellent analytical, problem-solving, and communication skills are required, along with the ability to work collaboratively within a multidisciplinary team.

Educational Background:
The ideal candidate will hold a Master's degree in a relevant field such as women/gender studies, human rights law, social sciences, or development studies. This educational background is crucial for understanding the complexities of gender issues and the socio-political context in which UNFPA operates. A strong academic foundation will enable the evaluator to critically assess and analyze the effectiveness of UNFPA's programs and initiatives in promoting gender equality and women's rights.

Experience:
Candidates should have a minimum of 5-7 years of experience in conducting evaluations, reviews, assessments, or research studies in the field of international development and humanitarian assistance. This experience should include substantive knowledge of gender equality and women's empowerment, as well as familiarity with issues such as gender-based violence, early and forced marriage, and the dynamics of masculinity and gender relationships. Experience working in the national development context of Nepal is highly desirable, as it will provide valuable insights into the local challenges and opportunities related to gender and development.

Languages:
Fluency in written and spoken English and Nepali is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, conducting interviews, and producing evaluation reports. Knowledge of additional languages may be considered an asset, particularly if it enhances the evaluator's ability to engage with diverse communities and stakeholders in Nepal.

Additional Notes:
This position is a consultancy role within UNFPA and may involve a flexible work schedule. The evaluator will work under the supervision of the UNFPA CPE manager and in coordination with the evaluation team leader. The role is expected to contribute to a collaborative and inclusive work environment that reflects UNFPA's commitment to gender equality and diversity.
