Job Overview: The National Evaluation Team Member will play a crucial role in the Country Programme Evaluation (CPE) for UNFPA in Nepal, which will assess the 9th Country Programme (2023–2027). This evaluation aims to provide an independent assessment of UNFPA's support in terms of relevance, coherence, effectiveness, efficiency, and sustainability. The role involves contributing to the methodological design of the evaluation, participating in data collection and analysis, and ensuring that the evaluation process adheres to ethical standards. The National Evaluation Team Member will be responsible for the design and implementation of their thematic area of the evaluation, engaging in all phases from the development of evaluation tools to the dissemination of results. This position requires a deep understanding of population dynamics and development issues, as well as the ability to work collaboratively with a multidisciplinary team.
Duties and Responsibilities: The National Evaluation Team Member will be responsible for several key deliverables throughout the evaluation process. During the design phase, the consultant will produce a design report (version 1), a PowerPoint presentation, a design report (version 2), and a final design report that includes a stakeholder map, site selection, and fieldwork agenda. In the field phase, the consultant will be tasked with capturing photos, developing an evaluation matrix, and preparing a PowerPoint presentation for the debriefing meeting with the Country Office (CO) and Evaluation Reference Group (ERG). In the reporting phase, the consultant will consolidate the evaluation matrix, produce an evaluation report (version 1), a PowerPoint presentation, a recommendations worksheet, an evaluation report (version 2), and the final CPE report, which will include a PowerPoint presentation and an audit trail. All deliverables must be developed in English, ensuring clarity and precision in communication.
Required Qualifications: Candidates must possess a Master's degree in demography, population studies, statistics, social sciences, development studies, or a related field. They should have 5-7 years of experience in conducting evaluations, reviews, assessments, research studies, or monitoring and evaluation (M&E) work in the field of international development and humanitarian assistance. A strong substantive knowledge of the generation, analysis, dissemination, and use of housing census and population data for development, as well as familiarity with population dynamics, migration, and national statistical systems, is essential. Candidates must demonstrate the ability to ensure the ethics and integrity of the evaluation process, including maintaining confidentiality and adhering to the principle of 'do no harm.' Additionally, they should be able to integrate human rights and gender perspectives throughout the evaluation process, possess solid knowledge of evaluation approaches and methodologies, and demonstrate proficiency in both qualitative and quantitative data collection methods. Excellent analytical and problem-solving skills, along with strong interpersonal and communication skills, are also required.
Educational Background: A Master's degree in demography, population studies, statistics, social sciences, development studies, or a related field is required for this position. This educational background provides the necessary theoretical foundation and analytical skills needed to effectively contribute to the evaluation process and address complex population dynamics and development issues.

Additional language skills may be considered an asset but are not required.
