Job Overview:
The WPS Specialist/Project Officer is responsible for planning, implementing, managing, and providing technical support to the Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) Program interventions. This role involves designing and developing program strategies aligned with national policies, conducting conflict and gender analyses, and ensuring the integration of WPS across various sectors. The incumbent will oversee program management, implementation, and monitoring, ensuring compliance with Results-Based Management (RBM) tools. The position also requires managing advocacy and communication efforts, building partnerships, and supporting resource mobilization strategies to advance women's leadership and participation in peacebuilding and governance.

Duties and Responsibilities:
  • Design and develop program strategies in the area of Women, Peace and Security (WPS) by leading the formulation of proposals and initiatives aligned with national policies. Conduct conflict and gender analyses and ensure integration of WPS across governance and socio-economic development.
  • Manage program implementation by developing annual workplans and budgets, overseeing day-to-day operations, and ensuring compliance with reporting and monitoring requirements.
  • Manage the monitoring and reporting of the program by analyzing project progress and ensuring adherence to the Results and Resources Framework.
  • Lead advocacy, knowledge building, and communication efforts by developing strategies and materials to influence WPS-related policy processes.
  • Build partnerships and support resource mobilization strategies by identifying new programming opportunities and fostering relationships with stakeholders.

Required Qualifications:
The position requires a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is an advantage. Candidates should have at least 5 years of progressively responsible work experience in development project design, planning, implementation, monitoring, and evaluation, with technical experience in Women Peace and Security in post-conflict settings being essential. Experience in coordinating with government agencies and donors, as well as working within the UN system, is also beneficial.

Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage.

Experience:
The role requires at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects. Technical experience in Women Peace and Security in post-conflict settings is required, along with experience in coordinating and liaising with government agencies and donors. Experience in leading or managing a team is also an asset.

Languages:
Fluency in English and Kyrgyz is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.

The position is full-time and involves supervisory responsibilities, leading a team of 2, including 1 direct report.
