Job Overview:
The Finance Associate plays a crucial role in delivering effective financial advice and services to both internal and external clients, ensuring that financial management aligns with UNFPA's guidelines and procedures. This position requires a strong understanding of financial regulations and a client-oriented approach to financial management. The Finance Associate will support the effective management of the UNFPA budget and program activities, ensuring that financial data is accurate, reliable, and reported in a timely manner. The incumbent will work closely with the Operations Manager and will be responsible for advising program and project personnel on financial matters, thereby maximizing the impact of financial resources in delivering programs and projects. This role is essential for maintaining the integrity of financial operations within the organization and ensuring compliance with established policies.

Duties and Responsibilities:
The Finance Associate will be responsible for a wide range of duties, including but not limited to: monitoring program financial performance by providing necessary financial information and analysis; developing mechanisms for monitoring program and project budgets; interpreting financial policies and procedures; providing training and guidance to staff; assisting in the management of CO budgets; drafting donor financial reports; maintaining effective financial recording and reporting systems; reviewing payment requests for accuracy; managing petty cash and VAT; ensuring timely processing of financial transactions; reviewing internal controls of implementing partners; assisting in the implementation of audit recommendations; and performing other duties as required to support the country office's financial and administrative functions. This comprehensive set of responsibilities ensures that the Finance Associate contributes significantly to the overall financial health and accountability of UNFPA's operations in Kyrgyzstan.

Required Qualifications:
Candidates must possess a completed Secondary Level Education as a minimum requirement. A first-level university degree in Finance, Accounting, Business, Public Administration, or a similar discipline is desirable. Additionally, candidates should demonstrate a strong understanding of financial regulations and guidelines, as well as proficiency in office software applications and ERP financial systems. The ability to communicate effectively and provide financial guidance to various stakeholders is essential for success in this role.

Educational Background:
The educational background required for this position includes a completed Secondary Level Education, with a preference for candidates who hold a first-level university degree in relevant fields such as Finance, Accounting, Business, or Public Administration. This educational foundation is critical for understanding the complexities of financial management within the context of UNFPA's operations.

Experience:
Candidates should have a minimum of six (6) years of relevant experience in administration, finance, or office management. This experience should include a demonstrated ability to manage financial resources effectively, provide procurement services, and ensure compliance with financial policies and procedures. Familiarity with web-based management and ERP financial systems is also required, as these tools are essential for the role.

Languages:
Fluency in Russian and English is mandatory for this position, as these languages are essential for communication within the organization and with external stakeholders. Proficiency in Kyrgyz is considered desirable, as it may enhance the Finance Associate's ability to engage with local partners and stakeholders effectively.
