The Programme Office is dedicated to promoting democratic governance and strengthening youth capacities for peace and security.

Job Overview:
The Project Associate position is situated within the Politico-Military Department (PMD) of the OSCE Programme Office in Bishkek. The main purpose of this role is to provide substantive input to the Democratic Governance and Youth Unit, ensuring the implementation of international commitments related to democratic governance and youth empowerment. The Project Associate will be responsible for delivering program activities aimed at assisting the host State in enhancing its capacity to promote democratic governance and advance the Youth, Peace and Security Agenda. This role requires working under minimal supervision, contributing to project design, planning, delivery, monitoring, and reporting of project activities. The incumbent will also be tasked with achieving project performance indicators related to democratic governance and youth empowerment, while providing technical support and facilitating process delivery in project administration.

Duties and Responsibilities:
The Project Associate will undertake various duties including collecting, registering, and reporting information on project activities, maintaining liaison with partners for implementation, assessing program implementation, and preparing various written products. The role involves facilitating local officials' participation in conferences and workshops, following up on project implementation progress, coordinating the collection and verification of documents, preparing project/programme reports, and maintaining proper documentation systems. The Project Associate will also attend briefings for visiting delegations, conduct field visits, provide inputs for reporting exercises, and liaise with project beneficiaries and implementing partners. The position requires ensuring that activities and communications within the unit are maintained in line with the agreed plan.

Required Qualifications:
Candidates must have completed secondary education, supplemented by specialized training or formal studies in international relations, international security, social sciences, or other relevant fields. A minimum of six years of working experience is required, with five years for those holding a first-level university degree or four years for those with a second-level university degree. Experience in an international organization or non-governmental organization is desirable, along with experience in project planning, implementation, and reporting. Candidates should possess established organizational, communication, and interpersonal skills, and experience working with state bodies, international organizations, and NGOs will be an asset. Advanced computer literacy, particularly in Microsoft Office applications, is necessary, and experience with ERP software is a plus. Demonstrated gender awareness and sensitivity are also required.

Educational Background:
The educational background required for this position includes a completed secondary education, with additional specialized training or formal studies in relevant fields such as international relations, international security, or social sciences. This educational foundation is essential for understanding the complexities of democratic governance and youth empowerment within the context of international commitments.

Experience:
The position requires a minimum of six years of relevant working experience. This includes five years of experience for candidates with a first-level university degree or four years for those with a second-level university degree. Experience in political affairs, democratic institutions, project management, or administration is crucial. Additionally, experience in an international organization or non-governmental organization is highly desirable, as it provides valuable insights into the operational dynamics of such entities.

Languages:
Excellent spoken and written communication skills in English and Russian/Kyrgyz languages are mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external partners. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders.

Additional Notes:
The position is a fixed-term contract at the General Services level (G6) with a full-time schedule. The monthly remuneration is 1,318.41 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
