Job Overview: The Regional Monitoring and Evaluation (M&E) Consultant will play a crucial role in the implementation of the 'Central Asia Safe Migration' project, which promotes safe and rights-based migration to the United Kingdom for citizens of Central Asia. The consultant will be responsible for measuring project effectiveness, supporting adaptive management, and enhancing regional collaboration on monitoring practices. The consultant will work primarily in Bishkek, Kyrgyzstan, and will also provide technical guidance and coordination to M&E focal points or consultants in Kazakhstan, Tajikistan, and Uzbekistan. This position requires a strong focus on developing a documented regional approach to M&E, ensuring consistency in data collection and reporting, and providing capacity development sessions for national M&E focal points. The consultant will also be responsible for data collection and analysis, maintaining a secure project database, and generating reports to support programmatic decisions.
Duties and Responsibilities: The consultant's duties will include developing a documented regional approach to M&E, providing technical support to M&E focal points in Kazakhstan, Tajikistan, and Uzbekistan, leading the design and implementation of the M&E plan for Kyrgyzstan, consolidating data for reports, ensuring data quality and reliability, and providing capacity development sessions. Additionally, the consultant will develop a regional approach to measure the effectiveness of project activities, analyze regional data for trends and recommendations, maintain an up-to-date project database, ensure proper data management protocols, generate data reports and visualizations, monitor data accuracy, and submit monthly monitoring reports. The consultant will also prepare a final regional M&E report and contribute to quarterly project donor reports.
Required Qualifications: Candidates must possess a Master’s degree in Sociology, Development Studies, Migration Studies, Economics, or a related field. A minimum of 7 years of professional experience in M&E, preferably in migration or international development, is required. Strong experience with M&E framework development and data analysis is essential, along with prior work experience with international organizations or UN agencies. Experience coordinating with multiple country teams or working on multi-country projects is also preferred. Fluency in Russian, Kyrgyz, and English is required, and knowledge of other Central Asian languages is an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Sociology, Development Studies, Migration Studies, Economics, or a closely related discipline. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to effectively contribute to the M&E processes of the project.
Experience: The position requires a minimum of 7 years of professional experience in monitoring and evaluation, with a strong preference for candidates who have experience in migration or international development contexts. The ideal candidate should have a proven track record of developing M&E frameworks, conducting data analysis, and working collaboratively with international organizations or UN agencies. Languages: Fluency in Russian, Kyrgyz, and English is mandatory for this position. Additionally, knowledge of other Central Asian languages is considered an advantage. The proficiency in these languages will be specifically assessed during the selection process, which may include both written and oral evaluations to ensure effective communication and understanding within the regional context.
Additional Notes: The consultancy is set to last from September 2026 to March 2027, covering a duration of seven months. The position is based in Bishkek, Kyrgyzstan, and operates in a hybrid mode based on project needs. Occasional travel within Kyrgyzstan is planned and will be arranged in accordance with IOM travel policies. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational issues and must provide proof of coverage before starting work. The appointment is subject to certification of medical fitness, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
