Job Overview:

• The consultant will be responsible for mapping the gaps between current legislation and the Paris Principles, facilitating stakeholder consultations, and synthesizing findings into actionable strategic priorities. The role requires a deep understanding of human rights frameworks and the ability to engage with various stakeholders, including government agencies and civil society organizations, to validate institutional challenges and develop a revised strategic plan that aligns with international standards.

Duties and Responsibilities:
The consultant will undertake several key outputs: 1) Conduct a desk review of the existing 2023–2028 Development Strategy against the 2025 Capacity Assessment and the SCA Paris Principles requirements, culminating in a comprehensive situational analysis and inception report. 2) Organize and facilitate multi-stakeholder consultations with the Ombudsperson’s Office, government agencies, civil society organizations, and international partners to validate current institutional challenges and identify strategies for strengthening pluralism and cooperation. 3) Draft an updated 5-year Strategic Plan that incorporates legislative and operational milestones necessary for re-accreditation, embedding Results-Based Management (RBM) indicators and annual action plans to ensure transparent tracking of human rights protection outcomes. 4) Submit a final validated Strategic Plan and provide technical briefs for leadership on operationalizing new strategic priorities, including merit-based staff selection and expanded civil society partnerships. 5) Produce a final consultancy report summarizing the review process, integration of SCA recommendations, and a sustainability framework for institutional independence.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in law, political science, international relations, economics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of 7 years of professional experience in institutional development, strategic planning, or strengthening National Human Rights Institutions is required. Proven experience in conducting technical legal analysis and aligning national frameworks with international standards, particularly the Paris Principles and GANHRI accreditation requirements, is essential. Familiarity with the UN human rights system and experience in facilitating high-level multi-stakeholder consultations are also critical.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as law, political science, international relations, or economics. In cases where candidates possess a first-level university degree, they must also have substantial qualifying experience that compensates for the lack of an advanced degree.

Experience:
The position requires a minimum of 7 years of professional experience in areas related to institutional development, strategic planning, or the enhancement of National Human Rights Institutions. Candidates should have a strong track record of conducting technical legal analysis and aligning national frameworks with international standards, particularly those set forth by the Paris Principles and GANHRI accreditation requirements. Experience in facilitating consultations with various stakeholders, including government and civil society, is also necessary.

Languages:
