Job Overview: The National Environmental Officer will play a crucial role within the Economic and Environmental Department (EED) of the OSCE Programme Office in Bishkek. This position involves providing substantive input to the planning, implementation, and coordination of environmental activities. The officer will work under the guidance of the Head of the EED, supporting the development and execution of environmental initiatives aligned with the OSCE's mandate. Responsibilities include conducting research, analyzing environmental data, preparing reports, and facilitating communication between stakeholders to ensure effective project implementation. The officer will also contribute to the strategic planning of environmental projects, ensuring they meet the objectives and priorities set by the OSCE Programme Office.
Duties and Responsibilities: The National Environmental Officer will be responsible for a wide range of tasks, including: conducting comprehensive research and analysis of environmental governance and policies; preparing analytical reports and policy briefs to support program planning; providing expert advice on environmental matters to the Head of the EED; contributing to the strategic planning and implementation of environmental projects; monitoring and evaluating project progress and outcomes; establishing and maintaining relationships with government institutions and civil society organizations; coordinating OSCE events and workshops; and ensuring effective communication and cooperation among stakeholders involved in environmental initiatives.
Required Qualifications: Candidates must possess a first-level university degree in fields such as law, environmental science, or public policy. A minimum of two years of relevant work experience in sustainable development or environmental governance is required, with at least one year in a supervisory role. Candidates should demonstrate established knowledge of environmental issues and project management skills, along with advanced computer literacy. The ability to work collaboratively in a diverse team and integrate gender perspectives into tasks is essential.
Educational Background: The position requires a first-level university degree in relevant fields such as environmental science, environmental engineering, or public administration. This educational background is crucial for understanding the complexities of environmental governance and policy-making.
Experience: The ideal candidate should have a minimum of two years of professional experience in sustainable development or environmental governance, with a preference for experience in international organizations. Supervisory experience is also required, along with a proven track record in project management, including design, planning, implementation, and monitoring.
Languages: Excellent communication skills in English are mandatory, along with proficiency in Russian and/or Kyrgyz. This linguistic capability is essential for effective collaboration and communication with local stakeholders and partners.
Additional Notes: The position is a full-time, fixed-term contract at the NP1 level, with a monthly remuneration of 1917.8 Euro, subject to social security deductions. The appointment is typically made at Step 1 of the salary scale, with potential for higher steps based on relevant experience.
