The OSCE operates in 57 participating states across Europe, Central Asia, and North America, with a workforce of approximately 3,500 employees. The OSCE Programme Office in Bishkek focuses on enhancing the capacities of the State Customs Service in Kyrgyzstan to combat transnational threats, particularly through the responsible use of Artificial Intelligence (AI) in customs activities.

Job Overview:
The National Consultant on Artificial Intelligence, Digital Technologies and Data will play a crucial role in organizing and delivering tailor-made training courses for customs officers in Kyrgyzstan. The consultant will be responsible for developing a comprehensive training module that addresses the responsible and safe use of AI in security environments. This position requires a deep understanding of digital technologies, AI, and cybersecurity, as well as the ability to conduct both theoretical and practical training sessions. The consultant will work closely with customs officials to enhance their understanding of ethical considerations, privacy safeguards, and the practical applications of AI in customs management and law enforcement. The assignment is expected to last for a maximum of 9 months, during which the consultant will also be responsible for preparing reports and analyzing the results of the training sessions.

Duties and Responsibilities:
The successful candidate will be tasked with several key responsibilities, including:

• Developing a training module tailored to the needs of customs officials, which includes preparing test questionnaires and administering pre- and post-tests to evaluate the effectiveness of the training.
• Conducting training courses focused on the responsible and safe use of AI in security environments, specifically for customs officials.
• Leading theoretical and practical sessions that cover topics such as digital security, modern phishing methods, and effective prompt formulation for AI-assisted office work.
• Preparing and submitting SSA deliverable reports that include an analysis of training results, participant feedback, and training materials.
• Collaborating with other experts to ensure the effective delivery of the training and to enhance the customs officials' understanding of AI tools and their applications in operational practices.

Required Qualifications:
Candidates must possess a university degree in law, social sciences, or a related field. Additionally, they should have more than 12 years of professional experience in digital technologies, cybersecurity, and AI. Proven experience in conducting training courses related to AI and cybersecurity is essential, along with the ability to establish effective working relationships with government officials. Experience collaborating with international and national experts and institutions is also required. Candidates should demonstrate gender awareness and sensitivity, and the ability to integrate a gender perspective into their work. Proficiency in Russian is mandatory, while fluency in English is considered an asset. Candidates must also be computer literate and have practical experience using Microsoft applications.

Educational Background:
The educational background required for this position includes a Bachelor's Degree (first-level university degree or equivalent) in law, social sciences, or a related field. This foundational education is crucial for understanding the legal and social implications of AI and digital technologies in public administration.

Experience:
The position requires candidates to have over 12 years of professional experience in fields related to digital technologies, cybersecurity, and artificial intelligence. This extensive experience is necessary to ensure that the consultant can effectively develop and deliver training that meets the needs of customs officials and addresses the complexities of AI in security contexts.

Languages:
Proficiency in Russian is mandatory for this position, as it is the primary language of communication within the customs service. Professional fluency in English is considered an asset, particularly for written and oral communication, as it may facilitate collaboration with international experts and institutions.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) and is classified as a consultant role at the national professional level. The assignment is part-time and is expected to last for a maximum of 9 months, with a total of 180 days of work.
