National Consultant - Digital Health Technical Integration Support

Job Overview:
The National Consultant for Digital Health Technical Integration Support will provide specialized technical advisory and analytical support to the WHO Country Office JP Secretariat for the implementation of the Joint Programme "Bridging the Digital Health Divide" in the Kyrgyz Republic. This 36-month initiative, funded by the UN Joint SDG Fund, aims to enhance Kyrgyzstan's digital health information system (d-HIS) ecosystem. The consultant will play a crucial role in ensuring effective delivery of the programme by assessing current implementation status, identifying integration gaps, and providing evidence-based recommendations. The consultant will also be responsible for synthesizing progress reports and preparing technical materials for steering committee meetings, ensuring alignment with national strategies and priorities in digital health.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:

• Prepare an inception report documenting the assessment of the current Joint Programme implementation status, identifying key integration gaps, stakeholder landscape, and recommended approaches for technical advisory support.
• Develop an analytical brief synthesizing implementation progress across all PUNOs for Q3 2026, identifying bottlenecks and providing evidence-based recommendations.
• Create a complete set of technical materials for the annual JP Steering Committee meeting, including analytical background notes, agendas, briefing documentation, and draft minutes.
• Produce an analytical brief synthesizing implementation progress across all four sub-outputs for Q4 2026, with recommendations on priority actions for the final phase of JP implementation.
• Compile a comprehensive analytical report on JP implementation status covering the full contract period, synthesizing progress, outcomes, and recommendations for the remaining implementation phase.

Required Qualifications:
The essential qualifications for this position include a university degree in public health, information systems, law, public administration, or a related field. An advanced degree (Master's level) in a relevant field is desirable. The consultant must have at least 5 years of progressively responsible experience in digital governance, digital health, information systems, or related technical fields, including the provision of technical advisory or analytical support in public sector or multi-stakeholder contexts. Proven experience working with health information systems or digital health platforms at the national level is essential, along with prior experience in national government institutions or public sector agencies in the health or digital sector. Experience in developing or implementing national-level digital health programmes, information systems, or interoperability frameworks is also required.

Educational Background:
Candidates must possess a university degree in public health, information systems, law, public administration, or a related field. An advanced degree (Master's level) in a relevant field is preferred, as it demonstrates a higher level of expertise and understanding of the complexities involved in digital health initiatives.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in relevant fields such as digital governance, digital health, and information systems. Candidates should have a proven track record of providing technical advisory or analytical support in public sector or multi-stakeholder contexts, as well as experience working with health information systems or digital health platforms at the national level. Prior experience within national government institutions or public sector agencies in the health or digital sector is essential, along with experience in the development or implementation of national-level digital health programmes and regulatory documents.

Languages:
The consultant must have expert knowledge of Russian and intermediate knowledge of English. Desirable language skills include expert knowledge of Kyrgyz, which would enhance communication and engagement with local stakeholders and institutions.

Additional Notes:
This consultancy position is on-site for insurance purposes only, with the consultant working from home and traveling within the country as needed. The remuneration for local consultants is set at USD 3,045 per month, based on local rates in Kyrgyzstan.
