Job Overview: The Programme Analyst plays a crucial role in the effective management of UN Women programmes in Kyrgyzstan. Reporting to the Project Manager, the analyst is responsible for providing substantive inputs to programme design, implementation, and evaluation. This position requires close collaboration with various stakeholders, including government officials, donors, and civil society, to ensure successful programme implementation. The Programme Analyst is expected to contribute technically to the development of programme strategies, particularly in the area of ending violence against women (EVAW). This includes providing technical support for the implementation and management of the EVAW programme, monitoring progress, and ensuring compliance with UN Women policies and procedures. The role also involves capacity development for project partners and contributing to advocacy and knowledge-building efforts related to EVAW.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of EVAW by providing substantive technical inputs to programme/project proposals and identifying areas for support and intervention.
Provide technical support for the implementation and management of the EVAW programme, including coordinating annual workplans and budgets, monitoring programme activities, and training partners on Results Based Management.
Offer technical assistance and capacity development to project/programme partners, maintaining relationships with national partners and facilitating technical support and training as needed.
Monitor and report on programme/project implementation, drafting reports on monitoring missions and providing inputs for quarterly and donor reports.
Manage the financial aspects of the EVAW programme, including budget monitoring and revisions, and supervising Programme Associates and Assistants.
Contribute to building partnerships and resource mobilization strategies, preparing relevant documentation, and participating in donor meetings.
Provide technical support for inter-agency coordination on EVAW to ensure coherence and alignment of UN Women programmes with other partners.
Support advocacy, knowledge building, and communication efforts by developing background documents and coordinating advocacy campaigns and knowledge management methodologies.
Required Qualifications: The position requires a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates must possess strong programme formulation, implementation, monitoring, and evaluation skills, along with good knowledge of Results Based Management. They should be able to gather and interpret data, analyze trends, and present findings effectively.
Educational Background: Candidates must have a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is a plus.
Experience: At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required for candidates with a Master's degree. For those with a Bachelor's degree, a minimum of 4 years of relevant experience is necessary. Experience in EVAW is desirable, as is experience in coordinating with government agencies and donors. Supervisory experience in international settings is required for supervisory positions, along with proficiency in office software and web-based management systems.
Languages: Fluency in English and Kyrgyz is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
