Job Overview: The National Information Technology Systems Integration Expert will play a crucial role in enhancing the Ministry of Emergency Situations of the Kyrgyz Republic's (MoES) GLOF monitoring system. This position is part of a project aimed at assessing glacial lake outburst flood risks in priority mountain areas of Kyrgyzstan. The expert will be responsible for integrating real-time data feeds from automated water-level monitoring stations into the existing monitoring system, configuring automated alert mechanisms, and building national capacity in administration" style="border-bottom: 1px dotted #007bff !important;">system administration and maintenance. The project is structured in two phases, with the first phase focusing on technical enhancements and the second phase on field validation and operationalization of community early warning systems. The expert will work closely with various stakeholders, including the MoES IT/GIS Unit and contractors, to ensure the successful implementation of the project objectives.
Duties and Responsibilities: The expert's duties will include conducting an inception meeting with the POiB, HMFD MoES IT/GIS Unit, and contractors to review the MoES GLOF monitoring system architecture. They will assess the telemetry, communication, and IT infrastructure requirements for integrating real-time sensor data from at least five installed monitoring stations. The expert will prepare an IT integration plan, configure telemetry endpoints, data ingestion pipelines, and database schemas for real-time water-level and ancillary sensor data. They will also integrate the data feed into the MoES monitoring interface, define redundancy and backup protocols, and configure automated alert thresholds. Additionally, the expert will implement multi-channel alert dispatching, conduct user acceptance testing with HMFD duty officers, and provide on-the-job training for MoES technical staff. The final deliverables will include an IT inception note, operational data ingestion pipeline, configured monitoring interface, automated alert configuration, training delivery records, and a final IT technical report.
Required Qualifications: Candidates must possess a university degree (Bachelor’s or higher) in information technology, computer science, software engineering, telecommunications, or a closely related discipline. A minimum of five years of professional experience in IT system integration is required, with demonstrated experience in real-time data acquisition systems such as SCADA, IoT, or telemetry. Candidates should have experience with database systems like PostgreSQL/PostGIS, data ingestion APIs, and dashboarding solutions. A working knowledge of multi-channel alert dispatching technologies, experience with environmental or hydrometeorological monitoring networks, and familiarity with cybersecurity best practices are strong assets. Proven training and capacity-building experience is essential, along with professional fluency in Russian and Kyrgyz, both oral and written.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as information technology, computer science, software engineering, or telecommunications. A higher degree is preferred, as it demonstrates a deeper understanding of the subject matter and the ability to handle complex tasks associated with IT system integration and monitoring.
Experience: The position requires a minimum of five years of professional experience in IT system integration, specifically with real-time data acquisition systems. Candidates should have a proven track record of successfully implementing similar projects and possess the necessary technical skills to manage and enhance monitoring systems effectively. Experience in disaster risk reduction and working with environmental monitoring networks will be considered an asset.
Languages: Mandatory languages for this position include professional fluency in Russian and Kyrgyz, both oral and written.
