Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in supporting countries to meet their development priorities. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office to oversee the Resident Coordinator system, ensuring it is well-equipped to support the acceleration of the 2030 Agenda. The DCO focuses on data, digital innovation, and strategic foresight to foster a mission-driven culture within the UN. The Partnerships Officer will work within the UN RCO in Bishkek, Kyrgyzstan, providing strategic advice and support for partnerships aimed at achieving the SDGs.

Job Overview:
The UN Partnerships Officer is responsible for providing substantive support for the strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including civil society and the private sector, to achieve the Sustainable Development Goals (SDGs). This role involves developing and implementing a UN Partnerships strategy in collaboration with the UNCT, monitoring its effectiveness, and making necessary adjustments based on emerging opportunities and changes in the environment. The officer will also liaise with UN entities at different levels to define a value proposition for local partnerships, ensuring strong engagement with diverse stakeholders. Additionally, the officer will participate in resource mobilization initiatives, support the management of pooled funds, and contribute to knowledge management and capacity development related to partnerships and resource mobilization.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including developing and advising on the UN Partnerships strategy, monitoring its implementation, and liaising with various stakeholders.
  • Participate in joint partnership and resource mobilization initiatives, developing resource mobilization strategies, monitoring existing partnerships, and preparing analyses of funding streams.
  • Work closely with the Resident Coordinator Office Economist and UNCT finance experts to promote partnerships that support financing for the SDGs.
  • Contribute to knowledge management and capacity development by promoting collaboration, researching best practices, and maintaining a knowledge repository of potential donors.
  • Perform other duties as assigned, ensuring effective engagement with relevant counterparts and contributing to advocacy and communication efforts.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics or related fields is advantageous. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education is required. A first-level university degree with additional qualifying experience may be accepted. Completion of programs in data analytics or related areas is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation is required. Candidates should have experience in developing strategic partnerships across various sectors, analyzing and implementing partnership strategies, and coordinating with stakeholders. Experience in promoting gender equality, youth participation, and inclusion of persons with disabilities is desirable, as is experience with the private sector and preparing project proposals. Work experience in data analytics or related areas is also beneficial.

Languages:
English and Russian are required for this position. English is mandatory, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Russian is also required at the same proficiency level. Knowledge of French is an asset but not mandatory.

Additional Notes:
This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The position is open to nationals of Kyrgyzstan only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are found, Kyrgyz nationals residing elsewhere may be considered, but they will be responsible for relocation costs.
