The UN Women Country Office in the Kyrgyz Republic was established in 2012 and has been actively supporting the government and national stakeholders in implementing international and national commitments on gender equality. The office leverages its triple mandate of normative support, UN system coordination, and operational activities to deliver impactful results across various programs.

Job Overview:
The Programme Analyst plays a crucial role in the effective management of UN Women programs in the Kyrgyz Republic. Reporting to the Project Manager, the analyst is responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of programs. This position requires close collaboration with various stakeholders, including government officials, multi and bi-lateral donors, and civil society organizations, to ensure successful program implementation. The Programme Analyst will contribute technically to the development of program strategies, particularly in the area of eliminating violence against women (EVAW). They will also monitor results achieved during implementation, ensuring the appropriate application of systems and procedures, and develop enhancements as necessary. The role involves providing technical assistance and capacity development to project partners, monitoring and reporting on program activities, and building partnerships and resource mobilization strategies.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in the area of EVAW by providing substantive technical inputs to program/project proposals and identifying areas for support and intervention.
  • Provide technical support for the implementation and management of the EVAW program, including coordinating the annual workplan and budget, monitoring program activities, and training partners on Results Based Management.
  • Offer technical assistance and capacity development to project/program partners, maintaining relationships with national partners, and facilitating technical support and training as needed.
  • Monitor progress of implementation using results-based management tools, draft reports on monitoring missions, and provide inputs to quarterly and donor reports.
  • Manage the finances of the EVAW program by monitoring budget implementation, providing inputs to financial reports, and supervising the work of Programme Associates and Assistants.
  • Contribute to building partnerships and resource mobilization strategies, preparing relevant documentation, and participating in donor meetings.
  • Provide technical support to inter-agency coordination on EVAW to ensure coherence and alignment of UN Women programs with other partners.
  • Develop background documents and coordinate advocacy campaigns, events, and knowledge management methodologies related to EVAW. The incumbent may also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates should possess good program formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data, reach logical conclusions, and present findings effectively. Strong analytical skills and knowledge of the technical area are essential, along with the ability to identify and analyze trends, opportunities, and threats to fundraising.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required for candidates with a Master’s degree. For those with a bachelor’s degree, a minimum of 4 years of relevant experience is necessary. Experience in the area of EVAW is desirable, as is experience coordinating with government agencies and donors. For supervisory positions, experience in leading and coaching staff in international settings is required. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is also necessary.

Languages:
Fluency in English and Kyrgyz is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
