Job Overview:
The Programme Analyst plays a crucial role in the effective management of UN Women programs within the Country Office. Reporting to the Project Manager, the analyst is responsible for providing substantive inputs to the design, formulation, implementation, and evaluation of programs. This position requires close collaboration with various stakeholders, including the program and operations team, UN Women HQ personnel, government officials, and civil society organizations. The Programme Analyst is expected to monitor results achieved during program implementation, ensuring adherence to systems and procedures while developing enhancements as necessary. The role involves contributing technically to the development of program strategies, particularly in the area of Ending Violence Against Women (EVAW), and providing support for the implementation and management of the EVAW program. The analyst will also be responsible for capacity development of project partners, monitoring and reporting on program progress, managing financial aspects of the program, and building partnerships for resource mobilization. Additionally, the Programme Analyst will engage in advocacy and knowledge-building efforts related to EVAW, ensuring that UN Women’s programs align with national and international commitments.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in the area of EVAW by providing substantive inputs to program/project proposals and identifying areas for support and intervention.
  • Provide technical support for the implementation and management of the EVAW program, including coordinating annual workplans and budgets, monitoring program activities, and training partners on Results Based Management.
  • Offer technical assistance and capacity development to project/program partners, maintaining relationships with national partners and facilitating technical support and training as needed.
  • Monitor and report on program/project implementation, drafting reports on monitoring missions and providing inputs for quarterly and donor reports.
  • Manage people and finances of the EVAW program, including budget monitoring and providing inputs for financial reports.
  • Build partnerships and develop resource mobilization strategies, preparing documentation for donor meetings and public information events.
  • Provide technical support for inter-agency coordination on EVAW, drafting background reports and briefs for the Project Manager.
  • Contribute to advocacy, knowledge building, and communication efforts by developing background documents and coordinating advocacy campaigns and knowledge management products. The incumbent may also perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates must demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data effectively. Strong analytical skills and knowledge of the technical area are essential, along with the ability to identify trends and opportunities for fundraising.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification would be beneficial.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of 4 years of relevant experience is necessary. Experience in EVAW is desirable, as is experience in coordinating with government agencies and donors. For supervisory roles, experience in leading and coaching staff in international settings is required. Proficiency in using computers and office software, as well as experience with web-based management systems, is essential.

Languages:
Fluency in English and Kyrgyz is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
