Job Overview:
The National Trade Policy Expert will play a crucial role in the development of the National Economic Connectivity Framework for the Kyrgyz Republic, which aims to position the country as a regional trade-logistics hub by 203

• This position involves providing expert trade policy advice, conducting comprehensive reviews of existing legislation and strategic documents, and drafting the framework in collaboration with logistics experts. The expert will also facilitate consultations with various stakeholders, ensuring that the framework reflects the needs and priorities of the Kyrgyz economy. The role requires a deep understanding of trade policy, economic legislation, and the ability to analyze and address sectoral gaps and bottlenecks that hinder trade connectivity. The expert will be expected to deliver high-quality analytical reports and documentation that will guide future interventions in trade facilitation and regional economic cooperation.

Duties and Responsibilities:

• Conduct a thorough review of national legislation, strategic documents, and international commitments related to trade and economic connectivity.
• Prepare an analytical report assessing Kyrgyzstan’s trade performance and identifying regulatory and legislative gaps.
• Draft the National Economic Connectivity Framework 2026–2030 in collaboration with logistics experts.
• Organize and facilitate consultations and working group meetings with the Ministry of Economy and Commerce (MoEC) and relevant stakeholders.
• Review and incorporate feedback from stakeholders and development partners into the draft framework.
• Prepare comprehensive analytical and program documentation for future interventions aimed at enhancing economic connectivity and trade facilitation.
• Conduct stakeholder mapping and risk assessments to inform the implementation of the framework.
• Develop and present recommendations on trade, logistics, and regional connectivity development based on the findings of the analytical report.

Required Qualifications:
Candidates must possess a university degree in Economics, Law, International Trade Law, Public Administration, International Relations, or a related field. A minimum of 10 years of professional experience in trade policy, economic legislation, international trade law, or public policy is required. The candidate should have experience in drafting national legislation, policy documents, and strategies related to trade and economic development. Proficiency in digital tools, particularly Microsoft Office, is essential. Candidates should demonstrate gender awareness and sensitivity, and the ability to work collaboratively with diverse teams while maintaining impartiality and objectivity.

Educational Background:
A university degree in a relevant field such as Economics, Law, International Trade Law, Public Administration, or International Relations is mandatory. Advanced degrees or specialized training in trade policy or economic development will be considered an asset.

Experience:
The position requires a minimum of 10 years of relevant professional experience in trade policy, economic legislation, or international relations. Candidates should have a proven track record of drafting national legislation and policy documents, as well as experience in conducting analytical assessments related to trade and economic connectivity.

Languages:
Professional fluency in Russian and Kyrgyz is mandatory, both oral and written. Knowledge of English is considered an asset, enhancing the candidate's ability to engage with international stakeholders and resources.

Additional Notes:
This position is offered under a Special Service Agreement (SSA) contract type, with no specific grade assigned. The job is classified as a consultant role, and only one position is available. The target start date for this role is as soon as possible, and the remuneration will be based on the consultant's qualifications and experience, in line with OSCE established rates.
