Job Overview:
The Security Assistant position is critical for ensuring the physical safety and security of OSCE officials, personnel, facilities, and assets in Bishkek. The role involves providing technical support and liaising with local law enforcement and emergency services. The Security Assistant will work under moderate supervision, assisting in the planning and implementation of security measures, conducting security briefings, and managing security arrangements for events. The incumbent will also contribute to fire prevention and detection programs, maintain situational awareness of security developments, and support the overall security management system of the OSCE. This position requires a proactive approach to enhancing safety and security coverage across POiB premises, ensuring compliance with established safety protocols, and fostering effective communication among mission members.

Duties and Responsibilities:
The Security Assistant will be responsible for a variety of tasks, including:
  • Providing technical support for the safety and security of POiB premises and mission members, including high-ranking dignitaries and OSCE visitors.
  • Liaising with host country law enforcement and emergency services to support the Office’s emergency response and stay informed of security developments.
  • Assisting in the preparation and review of physical security surveys and standard operating procedures for POiB.
  • Supporting the application and updating of safety and security standards to ensure compliance with best practices.
  • Coordinating security arrangements for major events and conferences, providing technical input as needed.
  • Contributing to fire prevention and detection programs, focusing on safety risks.
  • Providing training for staff on emergency procedures and promoting awareness of safety protocols.
  • Monitoring the security situation in the mission area and preparing reports on incidents and trends.
  • Coordinating the work of security guards, including scheduling and supervising their duties. 1
  • Assisting in incident reporting and fact-finding related to security incidents.

Required Qualifications:
Candidates must possess completed secondary education, supplemented by specialized training in security management, police, or military. A minimum of five years of relevant working experience in security management, police, military, or security forces is required, with a preference for experience in international organizations. Candidates should have established knowledge of security developments in the host country, the ability to conduct independent research, and practical knowledge of security equipment operations. Excellent communication skills in English and local languages (Russian/Kyrgyz) are essential, along with demonstrated gender awareness and sensitivity. Candidates must be team-oriented and able to work with diverse cultural and political backgrounds while maintaining impartiality and objectivity. Proficiency in Microsoft applications is also required.

Educational Background:
The minimum educational requirement for this position is a High School Diploma or equivalent (GED). Candidates with additional specialized training in security management, police, or military fields will be preferred, as this training is crucial for understanding the complexities of security operations and management in an international context.

Experience:
The position requires a minimum of five years of relevant experience in security management, police, military, or security forces. This experience should ideally include work within an international organization, providing candidates with a comprehensive understanding of the security landscape and operational protocols in such environments. Candidates should demonstrate a proven track record of effectively managing security operations and responding to security incidents.

Languages:
Fluency in English is mandatory, along with proficiency in local languages, specifically Russian and Kyrgyz. Strong oral and written communication skills in these languages are essential for effective interaction with local authorities, emergency services, and mission members. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position is a local contracted role at the G5 level within the OSCE Programme Office in Bishkek. The contract is full-time and is expected to start as soon as possible. The monthly remuneration is set at 1,132 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The position is subject to the approval of the post as part of the 2027 Unified Budget, which may affect the duration of the appointment. Candidates should be aware that OSCE appointments are subject to medical clearance and that the mandatory retirement age for contracted positions is 65 years.
