Job Overview:
The Security Guard position is crucial for ensuring the safety and security of the OSCE personnel and its assets within the Programme Office in Bishkek. The role involves monitoring security risks and situations in the country, implementing measures to mitigate these risks, and providing day-to-day security services. The Security Guard is responsible for securing office premises, conducting regular patrols, managing access control, and responding to incidents. This position requires a proactive approach to security, including the ability to monitor surveillance systems and report incidents effectively. The Security Guard will work closely with the National Security Officer and other team members to enhance security measures and ensure compliance with OSCE security protocols. The role also involves participating in specialized security initiatives and training sessions to maintain a high level of preparedness.

Duties and Responsibilities:
The Security Guard will be tasked with the following duties:
  • Monitor and patrol the premises to ensure the security and protection of personnel and property.
  • Manage access control by checking visitor documentation and issuing permission cards.
  • Respond promptly to incidents and emergencies, including fire alarms and security breaches.
  • Ensure that fire escapes are accessible and that firefighting equipment is functional.
  • Continuously monitor surveillance systems and provide real-time updates on security threats.
  • Conduct regular checks on security systems, including video surveillance and alarm systems, to ensure their functionality.
  • Collaborate with maintenance staff to address basic building maintenance issues.
  • Participate in security assessments to identify vulnerabilities and propose effective solutions.
  • Report all incidents and security concerns to the National Security Officer. 1
  • Engage with local law enforcement and emergency services as needed to manage security issues.

Required Qualifications:
Candidates must have completed secondary education, supplemented by training related to security, police, or military services. A minimum of two years of military or police service, or two years of related work experience as a security guard, preferably in an international organization, is required. Candidates should possess knowledge of basic security methods and practices, as well as safety regulations and procedures. Basic knowledge of firefighting and defensive actions is essential. Familiarity with Microsoft applications is an advantage. Candidates must demonstrate the ability to handle stressful situations, work irregular hours, and maintain physical fitness. Strong written and oral communication skills in Russian and Kyrgyz are mandatory, with a working knowledge of English being beneficial. Candidates should also exhibit gender awareness and sensitivity, and the ability to work effectively in a diverse team environment.

Educational Background:
The position requires a high school diploma or equivalent (GED). Additional training related to security, police, or military services is highly desirable. Candidates should have a solid understanding of security protocols and practices, as well as relevant certifications that may enhance their qualifications for the role.

Experience:
The ideal candidate should have a minimum of two years of experience in military or police service, or two years of relevant work experience as a security guard. Experience in an international organization is preferred, as it provides familiarity with the unique security challenges and protocols associated with such environments. Candidates should demonstrate a proven track record of effectively managing security operations and responding to incidents in a timely manner.

Languages:
Proficiency in Russian and Kyrgyz is mandatory, as these are the primary languages of communication within the organization. A working knowledge of English is considered an asset, as it facilitates communication with international staff and stakeholders. Candidates should possess excellent written and oral communication skills in these languages to effectively report incidents and collaborate with team members.

Additional Notes:
The position is a full-time contracted role with a monthly remuneration of 735.33 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The appointment is normally made at step 1 of the applicable OSCE salary scale. The OSCE retains the discretion to re-advertise or cancel the recruitment process, and candidates should be aware that only those selected for further stages of recruitment will be contacted.
