Job Overview: The Programme Support Officer position is designed to provide comprehensive programmatic support with a strong emphasis on Gender Equality, Diversity, Equity and Inclusion (DEI), and Accountability to Affected People (AAP). The role involves ensuring that these critical priorities are systematically integrated into all program and project activities. The officer will be responsible for providing technical guidance and coordination support on data processes and analytics, which are essential for inclusive, evidence-based planning, implementation, and decision-making. The position will report directly to the Programme and Policy Officer (Cross Cutting Team Lead) and will play a pivotal role in aligning WFP's activities with its broader mission of enhancing security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and social protection systems in the Kyrgyz Republic. The officer will engage with various stakeholders, including local partners, NGOs, and government institutions, to ensure effective collaboration and the successful delivery of food assistance programs. Duties and Responsibilities: The Programme Support Officer will be tasked with a variety of responsibilities, including:
Providing technical support and assisting in the development and implementation of various activities and processes within the specific area of work, ensuring alignment with wider program policies and guidelines.
Offering specialized project management support to specific programs to ensure that activities are performed within established targets, adhering to WFP’s policies and procedures.
Preparing a range of reports and data analyses related to food assistance needs, resource utilization, and program performance, ensuring adherence to corporate standards and quality control.
Ensuring accurate and timely recording of data within the technical area of work, maintaining consistency of information presented to stakeholders.
Liaising with internal counterparts to support effective collaboration and monitoring of ongoing project activities.
Coordinating with local partners, agencies, NGOs, and government institutions to conduct food security analyses and ensure efficient delivery of food assistance.
Supporting the capacity building of WFP staff, cooperating partners, and national government within the specific technical area.
Acting as a point of contact for resolving operational queries and problems within the technical area of responsibility.
Overseeing and reviewing the work of other support staff, providing practical advice and guidance to meet objectives to agreed standards and deadlines. 1
Following standard emergency preparedness practices to ensure WFP can respond quickly to crises. 1
Acting as a cross-cutting focal point for DEI and AAP, supporting the systematic integration of corporate policies across program activities. 1
Providing technical guidance on gender, protection, disability inclusion, and AAP, contributing to budgeting and cost-related tasks. 1
Supporting gender and protection analysis processes, including the collection and reporting of disaggregated data to inform equitable program decisions. 1
Engaging with community feedback mechanisms to enhance program quality and responsiveness. 1
Contributing to capacity strengthening initiatives for WFP staff and partners on DEI and AAP. 1
Coordinating with other UN agencies and working groups to promote coherence on gender equality and protection priorities. 1

Required Qualifications: Candidates must possess a strong background in gender equality, protection, disability inclusion, and AAP within development or humanitarian contexts. The ideal candidate will have a proven track record of working collaboratively with program teams, partners, and government counterparts to support inclusive approaches. Technical guidance on data collection and quality is also a key requirement, along with experience in contributing to program documentation that integrates gender and inclusion considerations into decision-making processes. Familiarity with UN agencies, NGOs, or government institutions is considered an asset.
Educational Background: The minimum educational requirement for this position is the completion of secondary school education, along with a post-secondary certificate in a related functional area. This educational background provides the foundational knowledge necessary for understanding the complexities of program support within the humanitarian context.
Experience: Candidates should have at least 6 years of progressively responsible experience in program-related functions, development, government aid programs, or general administrative work. This level of experience is crucial for effectively managing the responsibilities associated with the Programme Support Officer role and for contributing to the overall objectives of WFP.
Languages: Fluency in both oral and written communication in English is mandatory, along with proficiency in the local languages of the duty station, which include Russian and Kyrgyz.
