Job Overview:
The Human Resources Assistant position is situated within the Fund Administration Unit (FAU) of the OSCE Programme Office in Bishkek. The role involves providing administrative and technical support for various HR activities, including recruitment processes, contract management, and employee benefits administration. The HR Assistant will work under moderate supervision, handling tasks such as processing visa applications, coordinating interviews, maintaining personnel records, and ensuring compliance with HR policies. The position requires a proactive approach to managing HR operations and facilitating effective communication among mission members and external stakeholders.

Duties and Responsibilities:
The HR Assistant will be responsible for a range of duties, including but not limited to: preparing and submitting visa requests for international mission members; managing the accreditation process; processing monthly mobile billing reports; administering onboarding and separation programs; providing technical support for new mission members' induction; supporting recruitment activities in accordance with the OSCE Common Regulatory Management System (CRMS); drafting and posting vacancy notices; maintaining candidate records in the Taleo system; scheduling interviews and tests; conducting reference checks; updating the electronic ERP system; maintaining rosters of experts and local candidates; and managing incoming correspondence and phone calls related to HR functions.

Required Qualifications:
Candidates must possess completed secondary education, supplemented by specialized training in human resources or general management. A minimum of three years of relevant work experience is required, with at least two years for those holding a first-level university degree or one year for those with a second-level university degree. Advanced computer literacy, particularly in Microsoft Office applications, is essential, and experience with ERP software is considered an asset. Candidates should demonstrate gender awareness and sensitivity, as well as the ability to work collaboratively in a diverse team environment.

Educational Background:
The educational requirement for this position includes a completed secondary education, with additional specialized training in human resources or general management being highly desirable. This educational background is crucial for understanding the complexities of HR policies and practices within an international context.

Experience:
The ideal candidate should have a minimum of three years of professional experience in human resources and/or general administration. This experience should ideally include exposure to international environments, which will enhance the candidate's ability to navigate the diverse cultural and operational landscape of the OSCE.

Languages:
Fluency in English, both oral and written, is mandatory, along with proficiency in local languages, specifically Russian and Kyrgyz. Strong communication skills are essential for effectively interacting with candidates, mission members, and other stakeholders.

Additional Notes:
This position is a full-time, fixed-term contract with a monthly remuneration of 845.67 Euro, subject to social security deductions. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at step 1 of the OSCE salary scale.
