Job Overview:
The Budget and Reporting Associate position is crucial for the financial integrity and accountability of the IOM Mission in Ukraine. This role involves providing essential support in budgeting, financial project monitoring, and reporting processes, ensuring compliance with donor requirements and IOM's financial regulations. The associate will work closely with the Chief of Mission, National Senior Finance Officer, and other key personnel to assist in the preparation and revision of budget plans, monitor finance activities, and support field offices throughout the project cycle. The position requires a proactive approach to identifying financial issues and ensuring that all financial transactions are accurately recorded and reported.

Duties and Responsibilities:
The duties and responsibilities of the Budget and Reporting Associate include:
  • Assisting in the preparation and revision of IOM budget plans, ensuring compliance with IOM standards and policies.
  • Monitoring finance activities of the IOM Mission in Ukraine and providing support to field offices and project staff throughout the project cycle.
  • Recording transactions in the Wave program, ensuring that accounting data is accurately entered and all supporting documents are included.
  • Assisting in the preparation of donor financial reports in accordance with IOM regulations and donor requirements.
  • Supporting internal and external project audits and bringing any relevant financial issues to the attention of the Senior Budget and Reporting Associate.
  • Performing other duties as assigned by supervisors.

Required Qualifications:
Candidates must possess a high school diploma with at least three years of relevant work experience, or a Bachelor’s degree in Economics, Finance, or Accounting from an accredited institution, also with a minimum of three years of relevant work experience. Experience in finance and/or accounting, particularly with international organizations, is highly desirable. Knowledge of IPSAS and the Wave program is considered a distinct advantage, along with a high level of computer literacy, especially in computerized accounting systems and software. A good understanding of financial rules and regulations is essential, as well as proficiency in MS Office, particularly Excel.

Educational Background:
The educational background required for this position includes either a high school diploma with significant relevant experience or a Bachelor’s degree in a related field such as Economics, Finance, or Accounting. The educational qualifications should be from an accredited academic institution, ensuring that candidates have a solid foundation in financial principles and practices.

Experience:
The position requires candidates to have at least three years of relevant work experience in finance and/or accounting. Experience with international organizations is preferred, as it provides candidates with a better understanding of the complexities and requirements of working in a global context. Familiarity with financial regulations and reporting standards is also important for this role.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

This position is subject to funding confirmation, and only shortlisted candidates will be contacted. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
