Job Overview:
The Emergency Shelter Response Programme Support position is crucial for the effective implementation of emergency shelter initiatives aimed at assisting displaced individuals and families. The role involves providing operational support to the Emergency Shelter Response Programme, which includes managing the distribution of Emergency Shelter Kits (ESKs), Emergency Shelter Materials (ESMs), and winterization assistance such as Rapid Thermal Kits (RTKs). The successful candidate will be responsible for maintaining accurate records and trackers related to requests and distributions, ensuring that all operational activities are executed efficiently and in compliance with UNHCR procedures. This position requires strong coordination and communication skills to liaise with various stakeholders, including UNHCR Field Offices, logistics teams, and implementing partners. The candidate will also support data collection and reporting efforts to monitor the program's progress and address any operational challenges that may arise.

Duties and Responsibilities:
The duties and responsibilities of the Emergency Shelter Response Programme Support position include:
  • Operational Support: - Assist in the implementation and follow-up of activities under the Emergency Shelter Response Programme, including the distribution of ESKs, ESMs, and RTKs. - Maintain up-to-date trackers, databases, and records related to requests, deliveries, and distributions. - Process and follow up on requests for shelter materials from partners and UNHCR Field Offices. - Prepare draft consolidated requests for logistics shipment processing. - Monitor the program's daily progress and report operational issues to the supervisor.
  • Coordination and Communication: - Facilitate coordination between the CO Focal Point, UNHCR Field Offices, logistics focal points, suppliers, and partners. - Assist in planning and coordinating field visits and post-distribution monitoring (PDM) activities.
  • Reporting, Information Management, and Compliance Support: - Consolidate and organize reporting related to partner distributions. - Collect and organize information submitted by partners, including distribution reports. - Ensure proper filing of documentation uploaded by partners to UNHCR platforms. - Review and cross-check information reported by partners across relevant UNHCR reporting platforms. - Support compliance with distribution rules and documentation requirements.
  • PDM and Data Collection Support: - Assist in post-distribution monitoring and data collection activities related to emergency shelter interventions. - Organize collected data and findings for internal follow-up and reporting.
  • Procurement and Administrative Support: - Prepare draft payment requests for shelter materials delivered to UNHCR warehouses. - Support the technical review of supplier submissions and proposals for procurement of shelter-related items.

Required Qualifications:
The essential minimum qualifications and professional experience required for this position include: - A Bachelor’s degree in Civil Engineering, Architecture, Construction Engineering, Social Sciences, Humanitarian Affairs, Public Administration, Business Administration, Psychology, or Information Management. - A minimum of 2 years of relevant work experience with a Bachelor’s degree or equivalent or higher. Desired qualifications include: - Excellent communication skills with a proactive and flexible approach to problem-solving. - Proficiency in MS Office applications, particularly strong confidence in Excel. - Ability to work effectively in a multi-task environment and contribute to a multinational team. - Knowledge of the humanitarian sector is highly desirable.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Civil Engineering, Architecture, Construction Engineering, Social Sciences, Humanitarian Affairs, Public Administration, Business Administration, Psychology, or Information Management. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties associated with the position effectively.

Experience:
The position requires a minimum of 2 years of relevant work experience. This experience should ideally be in a similar role within the humanitarian sector, where the candidate has demonstrated their ability to manage operational support tasks, coordinate with various stakeholders, and contribute to the successful implementation of emergency response programs. Experience in data management and reporting is also beneficial.

Languages:
The mandatory languages for this position are English and Ukrainian. Proficiency in both languages is required to effectively communicate with stakeholders and partners. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The appointment for this position is for an initial period of six (6) months and is classified as a full-time role, with official working hours from Monday to Friday, totaling 40 hours per week. The position is not remote and requires the candidate to work on-site in Kyiv.
