Job Overview: In the role of Management Services Officer, you will be responsible for planning and delivering high-quality, client-focused services within the Management Services portfolio. This position is crucial in enabling staff to effectively deliver food assistance to beneficiaries in alignment with WFP’s strategic objectives. You will contribute to the development and implementation of Management Services components of WFP’s Country Strategic Planning (CSP) and Resource Planning, ensuring that services provided support WFP’s strategic goals. The position requires a proactive approach to managing resources, optimizing processes, and ensuring that the services delivered are efficient and cost-effective. You will also be involved in managing contracts and agreements related to various services, ensuring value for money and optimal resource allocation. Your role will include building partnerships with internal and external stakeholders to enhance service delivery and support WFP’s mission in Ukraine, particularly in the context of the ongoing humanitarian crisis caused by the war in Ukraine.
Duties and Responsibilities: As a Management Services Officer, your duties will include:
Planning and delivering high-quality Management Services that enable effective food assistance delivery.
Contributing to the development of annual plans and adapting policies and procedures to specific operational contexts.
Managing specialized functional analysis using data-driven approaches to provide accurate information for planning and decision-making.
Building and maintaining partnerships with internal and external stakeholders, including other UN agencies and government entities.
Managing resources efficiently, estimating new requirements, and ensuring timely operations and services.
Overseeing the establishment and execution of contracts related to facilities management, fleet management, and other relevant services.
Contributing to emergency preparedness and response actions to support rapid deployment of resources.
Overseeing procurement processes, including preparation of RFQs, ITBs, and RFPs, and managing the evaluation of bids and proposals.
Utilizing digital tools to enhance operational workflows and customer service. 1
Conducting oversight field missions to identify gaps and propose solutions. 1
Managing and motivating diverse teams, providing coaching and guidance to ensure high performance. 1
Processing and managing invoices and payments related to various services. 1
Tracking and collating data to support improvements in policies and procedures.
Required Qualifications: To be considered for this position, candidates must possess the following qualifications:
Advanced University degree in Business/Public Administration or related fields, or a First University Degree with additional years of relevant work experience and/or training courses.
At least five (5) years of postgraduate professional experience in general administrative work, preferably in a humanitarian or emergency context.
Demonstrated experience in general administration and management services, with proven leadership and supervision skills.
Experience working in emergency operations or complex operational environments is highly desirable.
Full proficiency in Microsoft Windows and MS Office applications is required, along with strong analytical and problem-solving skills.
Educational Background: Candidates must have an Advanced University degree in Business/Public Administration or related fields. Alternatively, a First University Degree with additional years of related work experience and/or training courses may be accepted. This educational background is essential to ensure that candidates have the necessary knowledge and skills to perform effectively in the role.
Experience: The position requires at least five (5) years of postgraduate professional experience, which may be gained in either the public or private sector. Candidates should have experience in general administrative work, with a strong emphasis on management services. Experience in emergency operations and/or complex operational environments is particularly valuable, as it equips candidates with the skills needed to navigate the challenges faced in humanitarian contexts.
Languages: Fluency (level C) in both English and Ukrainian languages is mandatory for this position. This proficiency is essential for effective communication and collaboration within the diverse teams at WFP and with external stakeholders. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is offered under a Service Contract (SC-10) for a duration of 12 months and is only open to Ukrainian nationals. The role is based in Kyiv, and WFP offers a competitive salary package, including pension contributions, medical insurance, and various leave entitlements.
