Job Overview:
The Procurement Technical Officer role is integral to the Norwegian Refugee Council's (NRC) support functions, playing a crucial role in the effective and compliant delivery of program activities through timely and efficient procurement services. This position operates within the country office structure and is responsible for ensuring that goods, services, and works are sourced in accordance with NRC procedures, donor requirements, and local regulations. The officer will handle day-to-day procurement processes, maintain documentation, and support compliance efforts while also contributing to market analysis and supplier engagement. The primary purpose of this position is to ensure the effective and efficient delivery of goods and services while adhering to NRC's value for money principles, ensuring that all procurement activities are conducted with integrity and transparency.

Duties and Responsibilities:
The Procurement Technical Officer will have a comprehensive set of duties and responsibilities, including but not limited to: adhering to NRC policies, handbooks, guidelines, and donor requirements; preparing and developing status reports as required by management; ensuring proper filing of all support documents; maintaining a focus on anti-corruption, transparency, and cost-efficiency in all procurement processes; conducting procurement processes in compliance with country and NRC regulations; preparing procurement documents in line with NRC procurement procedures; ensuring systematic maintenance of the procurement tracker; ensuring timely entry of information into the procurement database; managing the prequalification of service providers; preparing requests for quotations and sourcing bids and quotations per NRC procurement regulations; supporting the preparation of RFQs/ITBs, tenders, and bid analysis for complex purchases; managing the waiver/NTF register; assisting in the receiving of bids/tenders and processing stages; preparing payment requests with accuracy; maintaining proper files for procurement documents; checking and receiving purchase requisitions; ensuring RFQs/ITBs are prepared and sent out within agreed lead times; completing and issuing purchase orders; checking procurement documents for verification and approval; following up with suppliers for delivery of materials; updating and sharing the procurement tracker regularly; and supporting partner procurement as needed.

Required Qualifications:
The ideal candidate for the Procurement Technical Officer position should possess a Bachelor's degree in a relevant field, along with at least 2 years of experience in procurement. It is preferable that candidates have 2 years of experience working in a humanitarian organization, demonstrating a strong understanding of the unique challenges and requirements of procurement in such settings. The candidate should also exhibit a commitment to NRC's values and principles, ensuring that all procurement activities are conducted ethically and in compliance with established guidelines.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field, which may include business administration, supply chain management, or a related discipline. This educational background is essential for understanding the complexities of procurement processes and the regulatory environment in which NRC operates.

Experience:
The position requires a minimum of 2 years of experience in procurement, with a preference for candidates who have worked in humanitarian organizations. Experience in complex or emergency settings is highly valued, as it equips candidates with the skills necessary to navigate the challenges of procurement in crisis situations. Familiarity with local procurement regulations and compliance requirements is also crucial for success in this role.

Languages:
