Job Overview:
The Procurement Manager position at NRC is a pivotal role that involves leading and enhancing procurement operations throughout Ukraine. This position is ideal for an experienced procurement or supply-chain professional who thrives in complex and volatile humanitarian environments. The successful candidate will be responsible for ensuring that procurement processes are efficient, timely, transparent, and compliant with NRC policies, donor requirements, and applicable Ukrainian regulations. The role requires strategic and operational leadership of the country procurement function while providing support to procurement colleagues across NRC’s area offices. The Procurement Manager will also be expected to mentor and build the capacity of the procurement team, ensuring that all procurement activities align with organizational goals and standards.

Duties and Responsibilities:
The Procurement Manager will have a comprehensive set of responsibilities, including but not limited to: leading and overseeing procurement processes across the Country and Area Offices, ensuring compliance with NRC policies, Standard Operating Procedures (SOPs), the Logistics Handbook, and donor requirements; managing, mentoring, and building the capacity of the procurement team while supporting staff with procurement responsibilities across the operation; leading international procurement efforts, coordinating with suppliers, freight forwarders, transporters, and customs agents to ensure timely delivery; overseeing supplier due diligence, performance management, supplier databases, contracts, and Framework Agreements; leading procurement planning, market analysis, and supply-chain reviews to support effective programming and market-based interventions; strengthening procurement controls, segregation of duties, anti-corruption measures, documentation, and audit trails; monitoring procurement performance through regular analysis, reporting, and key performance indicators; and maintaining effective coordination with program, grants, logistics, risk, and compliance teams, as well as relevant external coordination platforms.

Required Qualifications:
Candidates must possess a minimum of 3 years of relevant experience as a senior Logistics, Supply Chain, or Procurement Manager, preferably within a humanitarian, recovery, or international context. A relevant university degree or professional qualification in Logistics, Supply Chain Management, or a related field is essential. Demonstrated leadership and team-management experience, including mentoring and capacity building, is required. Additionally, candidates should have experience working effectively in complex and volatile environments, with strong knowledge of procurement and international purchasing, particularly in large-scale operations with decentralized procurement across multiple area offices. Familiarity with the Ukraine operational context is considered an advantage.

Educational Background:
The educational background required for this position includes a relevant university degree or professional qualification in Logistics, Supply Chain Management, or a related field. This educational foundation is crucial for understanding the complexities of procurement processes and supply chain management within the humanitarian sector.

Experience:
The position requires a minimum of 3 years of relevant experience in a senior Logistics, Supply Chain, or Procurement Manager role. Candidates should have a proven track record of working in humanitarian, recovery, or international contexts, demonstrating their ability to navigate the challenges associated with procurement in such environments.

Languages:
Fluency in both English and Ukrainian, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within diverse teams and with various stakeholders.

Additional Notes:
The duty station for this position is Kyiv, Ukraine, with the possibility of being hosted from other NRC Ukraine offices. The contract offered is a fixed-term national contract for 12 months, with travel requirements of up to 30%. The salary and benefits are classified as Grade 9 on NRC's grading structure.
