Job Posting Organization:
The United Nations Mine Action Service (UNMAS) was established in 1997 with the mission to eliminate the threat posed by mines, explosive remnants of war, and improvised explosive devices. UNMAS coordinates United Nations mine action efforts, leads operational responses at the country level, and supports the development of standards, policies, and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under the legislative mandates of both the General Assembly and the security" style="border-bottom: 1px dotted #007bff !important;">Security Council. In Ukraine, UNMAS supports national and UN efforts to mitigate the humanitarian, recovery, and development impacts of explosive ordnance contamination. The organization collaborates with national mine action authorities, relevant UN entities, government counterparts, implementing partners, and donors to provide specialized programme/project management and operational mine action expertise.

Job Overview:
The Programme Management Officer (Mine Action Operations) will be responsible for developing, implementing, and evaluating the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget. This role involves monitoring, evaluating, and analyzing Mine Action programme/project development and implementation in alignment with strategic direction. The officer will research, analyze, and present information gathered from diverse sources, coordinate policy development, and generate survey initiatives. The position requires organizing and preparing written outputs, providing substantive backstopping to meetings and conferences, and initiating outreach activities. The officer will lead and participate in complex field missions, coordinate budget funding activities, and support the development of operational plans and tools to enhance the delivery and monitoring of UNMAS Ukraine activities. Additionally, the officer will act as Office-In-Charge in the absence of the Senior Mine Action Advisor (SMAA).

Duties and Responsibilities:
The Programme Management Officer will undertake the following duties: develop and implement the Mine Action programme strategy and resource mobilization strategy; monitor and evaluate programme/project development; research and analyze information from various sources; coordinate policy development and prepare evaluations; design data collection tools and analyze data on the Mine Action programme's performance; prepare written outputs such as strategy documents and reports; provide support for consultative meetings; lead outreach activities and training workshops; participate in field missions and provide guidance to external consultants; coordinate budget funding activities and prepare related documents; and support the development of operational plans and tools for monitoring UNMAS activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate knowledge and understanding of Mine Action operational issues, including UN mine action programme policies and coordination mechanisms. They must have the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Professionalism, communication skills, planning and organizing abilities, and accountability are essential competencies for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
A minimum of seven years of experience in project or programme management, administration, or a related area is required. Additionally, a minimum of five years of experience in programme management specifically in mine action, security sector reform, stabilization, or humanitarian contexts in conflict or post-conflict settings is required. Experience in supporting mine action operations, including areas such as land release, non-technical survey, clearance, explosive ordnance risk education, and quality management is essential. Candidates should also have experience in operational planning, coordination, and preparing operational plans and related documents. Experience working with national mine action authorities and UN entities is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of either Ukrainian or Russian is desirable, with a minimum proficiency level of UN Level I in these languages.
