Job Overview:
The Senior Adviser on the Investigations of International Crimes will play a crucial role in operationalizing the Mission mandate and tasks as outlined in planning documents and the Mission Implementation Plan. This position involves advising and mentoring local counterparts at both strategic and operational levels, addressing structural weaknesses in the performance and accountability of institutions, and proposing relevant solutions. The adviser will provide analysis and recommendations to local counterparts, maintain necessary contacts, and build relationships with relevant local institutions. The role also includes designing and delivering training, acting as a key interlocutor for various Ukrainian law enforcement agencies, and developing policies that enhance the performance and sustainability of local counterparts in the area of international crimes investigations. The adviser will support Ukrainian law enforcement agencies in investigating international crimes, including war crimes and crimes against humanity, by designing and implementing innovative strategies that enhance their capabilities while ensuring compliance with human rights standards.

Duties and Responsibilities:
The duties and responsibilities of the Senior Adviser include: operationalizing the Mission mandate and tasks; advising and mentoring local counterparts; supporting the Mission in addressing structural weaknesses; providing analysis and recommendations; being embedded within local institutions; maintaining contacts and building relationships with local counterparts; liaising with other advisers; designing and delivering training; acting as a key interlocutor for the National Police of Ukraine and other agencies; developing policies for enhancing performance in international crimes investigations; providing support through advice, mentoring, and training; designing and implementing strategies for effective investigations; identifying and reporting on lessons learned and best practices; ensuring timely reporting on activities; considering gender equality and human rights in task execution; and undertaking any other related tasks as requested by the Line Manager(s).

Required Qualifications:
Candidates must have successfully completed university studies of at least 4 years, attested by a diploma, or possess a qualification equivalent to level 7 in the European Qualifications Framework, or a second cycle qualification under the European Higher Education Area framework, such as a Master's Degree. Additionally, equivalent police or military education or training may be accepted. Candidates must also have a minimum of 6 years of relevant professional experience after fulfilling the education requirements.

Educational Background:
The educational background required for this position includes a university degree of at least 4 years, which can be attested by a diploma. Alternatively, candidates may possess a qualification equivalent to level 7 in the European Qualifications Framework or a second cycle qualification under the European Higher Education Area framework, such as a Master's Degree. Equivalent police or military education or training may also be considered acceptable.

Experience:
Candidates should have a minimum of 6 years of relevant professional experience after meeting the educational requirements. This experience should ideally include investigating complex criminal cases, particularly international crimes, organized crime, or similar areas at either the national or international level. Experience in project management and international experience, especially in crisis areas, is also desirable.

Languages:
Mandatory language skills include proficiency in English. Additionally, knowledge of Ukrainian or Russian is considered a desirable asset for this position, as it may facilitate communication and collaboration with local counterparts and institutions.
