Job Overview: The Human Resources Specialist position at FAO is a full-time role based in Kyiv, Ukraine. The specialist will be responsible for ensuring the accurate implementation of FAO's HR policies and procedures, facilitating effective HR and Talent Management services across all FAO field offices in Ukraine. This role requires a proactive approach to managing HR functions, including recruitment, contract management, and personnel servicing for both national and international staff. The specialist will work under the guidance of the Head of the Project Office and the International Administrative and HR Specialist, collaborating closely with various units within FAO to ensure smooth HR operations and compliance with organizational standards.
Duties and Responsibilities: The Human Resources Specialist will coordinate and execute a variety of administrative tasks related to recruitment and personnel management. Key responsibilities include acting as the primary HR contact for managers and personnel, providing guidance on HR policies and procedures, and ensuring continuity of HR services during supervisor absences. The specialist will develop and review recruitment documentation, manage the hiring process for national and international staff, and oversee the contract lifecycle for personnel. Additionally, the specialist will maintain staffing data and HR records, support local wellbeing initiatives, and perform other related duties as required.
Required Qualifications: Candidates must possess a university degree in Administration, Business or Public Administration, Human Resources Management, Psychology, International Relations, Social Sciences, or a related field. A minimum of five years of progressively responsible experience in human resources management, recruitment, or support services is required. Proficiency in English and Ukrainian is mandatory, and candidates must be nationals of Ukraine. Familiarity with HR information systems and databases is also essential, along with strong organizational and analytical skills.
Educational Background: A university degree in a relevant field such as Administration, Business, Human Resources Management, Psychology, International Relations, or Social Sciences is required. FAO only considers higher educational qualifications obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: Candidates should have at least five years of relevant experience in human resources management, particularly in recruitment and personnel administration. Experience in managing end-to-end recruitment processes in a large organization is highly desirable, as is experience working with UN agencies or international organizations.
Languages: Proficiency in English and Ukrainian is mandatory for this position. Knowledge of additional languages may be considered an asset but is not explicitly required.
