Job Overview:
The Finance Manager position at UNOPS is a mid-level role that involves independently managing and adapting financial operations within a dynamic regional context, specifically in Ukraine and Eastern Europe. The role is crucial for ensuring compliance with UNOPS Financial Rules and Regulations (FRRs), IPSAS standards, and donor requirements. The Finance Manager will lead financial teams, influence policy application, and contribute significantly to the integrity and transparency of UNOPS' mission. This position requires a proactive approach to financial management, including budgeting, cash management, financial reporting, and internal controls. The Finance Manager will also be responsible for strengthening the financial management capacity of project and field teams, ensuring that financial operations align with strategic objectives and operational efficiency.

Duties and Responsibilities:
The Finance Manager will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Leading budget formulation, monitoring, and revisions in line with UNOPS FRRs and project agreements.
  • Overseeing the full cycle of project financial management, ensuring accurate accounting and effective control.
  • Advising project management on financial strategy, resource allocation, and risk mitigation.
  • Conducting financial forecasting and scenario analysis to provide data-driven recommendations.
  • Implementing internal control frameworks to ensure accurate processing of payment requests and timely recording of transactions.
  • Preparing and analyzing financial reports for management and donors, ensuring accuracy and adherence to reporting timelines.
  • Leading and supervising the Finance team, ensuring effective work planning and performance management.
  • Supporting audits and ensuring the timely implementation of audit recommendations.
  • Providing expert guidance to field and project finance teams to ensure consistency and compliance. 1
  • Conducting training and knowledge-sharing initiatives on finance topics.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in Finance, Accounting, Business Administration, or related fields with at least 7 years of relevant experience, or a Master’s degree (or equivalent) in the same fields with a minimum of 5 years of relevant experience. Professional certification in accounting (e.g., CPA, ACCA, CIMA) is desired but not mandatory. The ideal candidate should have a strong background in financial management, accounting, and compliance with financial regulations, as well as experience in supervising a team.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Finance, Accounting, Business Administration, or related fields. A Master’s degree in any of these areas is preferred. Candidates with professional certifications in accounting, such as CPA, ACCA, or CIMA, will have an advantage in the selection process. The educational qualifications should be complemented by relevant work experience in financial management and accounting roles.

Experience:
The position requires a progressively responsible experience in financial management, accounting, or related fields. Candidates should have experience managing financial operations, budgeting, financial reporting, and ensuring compliance with financial regulations. Supervisory experience is also required, demonstrating the ability to lead and manage a finance team effectively. Experience with UN/UNOPS financial systems (e.g., OneUNOPS, SAP) and in a humanitarian or development context is desired but not mandatory.

Languages:
Fluency in English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset, but English and Ukrainian are mandatory for effective communication within the organization and with stakeholders.
