Job Overview:
The Monitoring and Evaluation (M&E) Associate will play a crucial role in supporting the M&E Analyst in the implementation of the Green Energy Recovery Programme (GERP) in Ukraine. This position is vital in ensuring that the Programme's monitoring, evaluation, accountability, and learning functions are effectively carried out. The incumbent will be responsible for developing and refining M&E frameworks, planning monitoring activities, and preparing operational reports. The role emphasizes the importance of gender equality and women's empowerment, aligning with UNDP's commitment to being a gender-responsive organization. The M&E Associate will work closely with various stakeholders to ensure that M&E activities are conducted in accordance with UNDP quality standards, contributing to the overall success of the Programme.

Duties and Responsibilities:
The M&E Associate will be tasked with ensuring quality monitoring, evaluation, accountability, and learning across the Programme. Key responsibilities include supporting the development of M&E frameworks, planning and implementing monitoring activities, preparing operational reports, and ensuring that all project interventions are monitored according to established plans. The incumbent will track issues and risks, coordinate M&E systems, and support data collection and analysis from field visits. Additionally, the M&E Associate will assist in the management of routine data collection, support mid-term evaluations, and contribute to the UNDP annual Results-Oriented Annual Report. The role also involves facilitating knowledge management and capacity building, promoting good practices in gender and disability inclusion, and collaborating with other organizations on M&E issues.

Required Qualifications:
Candidates must possess a minimum of secondary education, with a university degree in Economics, Social Sciences, Computer Science, Information Management, or a related field being preferred. A minimum of 7 years of relevant work experience is required for those with secondary education, while candidates with a bachelor's degree should have at least 4 years of experience. The ideal candidate will have experience in monitoring and evaluation, reporting, and results-based management, as well as proficiency in using computers and office software packages. Knowledge of information management systems and experience in the UN system or international organizations is desirable.

Educational Background:
The educational background required for this position includes secondary education as a minimum, with a preference for candidates holding a university degree in relevant fields such as Economics, Social Sciences, or Information Management. While a degree is not mandatory, it is highly regarded and may enhance a candidate's application.

Experience:
The position requires a significant level of experience, with a minimum of 7 years for candidates with secondary education and 4 years for those with a bachelor's degree. This experience should be relevant to monitoring and evaluation, reporting, and results-based management, ideally at both national and international levels. Candidates should demonstrate a strong understanding of M&E methodologies and practices, as well as experience in data collection and analysis.

Languages:
