Job Overview:
The National Consultant will play a crucial role in supporting the State Statistics Service of Ukraine by providing technical assistance in the modernization of data processing for the official statistical survey 'Earnings of Employees by Sex, Age, Educational Attainment and Occupation.' This position involves developing and implementing software that aligns with Eurostat's requirements, ensuring the quality and accessibility of gender-related data. The consultant will work under the guidance of the UN Women Representative and the Programme Specialist, contributing to the improvement of statistical outputs and compliance with international standards. The role requires a strong understanding of statistical methodologies and the ability to develop software solutions that enhance data processing workflows.

Duties and Responsibilities:
  • Conduct an assessment of current data processing workflows for the official statistical survey and provide recommendations for modernization.
  • Develop Python software modules for validating and quality-checking primary data, processing and aggregating data, and preparing datasets for transmission to Eurostat.
  • Prepare technical documentation for the software, including functionality, architecture, and operation manuals.
  • Conduct consultations and provide technical support to the State Statistics Service staff on software usage.
  • Support testing and validation of generated datasets to ensure compliance with Eurostat requirements.
  • Perform additional tasks as needed to ensure high-quality implementation of the assignment.

Required Qualifications:
Candidates must possess an advanced (Master's) degree in Information Technology, Economic Cybernetics, Computer Engineering, Computer Science, Statistics, Applied Mathematics, Economics, or a related field. They should have at least 2 years of relevant work experience in maintaining Python-based software for statistical data processing. Proficiency in Power BI, Jira, Confluence, and advanced Microsoft Excel skills are essential. Knowledge of EU statistical standards and experience supporting national statistical offices will be considered an asset. Candidates should also demonstrate strong data analysis skills and an understanding of data ethics.

Educational Background:
An advanced (Master's) degree in a relevant field such as Information Technology, Economic Cybernetics, Computer Engineering, Computer Science, Statistics, Applied Mathematics, or Economics is required for this position. This educational background is crucial for understanding the complexities of statistical data processing and software development.

Experience:
The position requires a minimum of 2 years of relevant work experience after obtaining a Master's degree. This experience should include maintaining Python-based software for statistical data processing, as well as familiarity with statistical methodologies and data analysis. Experience in supporting national statistical offices and government institutions, particularly in the context of EU accession processes, is highly desirable.

Languages:
Fluency in Ukrainian and a working knowledge of English are mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to communicate in a diverse work environment.

Additional Notes:
This consultancy is based in Kyiv and is a partial office-based role. The consultant is expected to work using their own computer and take mandatory UN Women trainings. Travel is not anticipated, but if necessary, arrangements will be made according to UN Women’s regulations. The position is expected to involve a series of progress reports and deliverables over the course of the consultancy, with specific deadlines outlined for each report.
