Job Overview:
The Technical Officer for Governance/EU Integration will play a crucial role in supporting Ukraine's health sector integration with the European Union. This position involves liaising with national and sub-national authorities, international partners, and EU institutions to facilitate the coordination of WHO's engagement in Ukraine's health sector EU integration and accession process. The incumbent will provide technical support and coordination in implementing WHO's strategic priorities, particularly focusing on governance and the alignment of health policies with EU standards. The role requires a deep understanding of Ukraine's health governance architecture and the EU integration process, ensuring that WHO's contributions are effectively aligned with national priorities and international assistance frameworks.

Duties and Responsibilities:
1) Provide liaison and coordination support with national and sub-national authorities, EU institutions, and international partners in the implementation of activities related to Ukraine's health sector EU integration and accession process. 2) Facilitate the coordination of technical assistance and donor engagement linked to the EU integration agenda, including alignment with EU financing mechanisms such as the Ukraine Facility. 3) Support the coordination of WHO's engagement with stakeholders involved in EU integration in the health sector, including the Ministry of Health, National Health Service of Ukraine (NHSU), Public Health Centre (UPHC), and EU Member State partners. 4) Track and report on normative developments relevant to health governance and EU integration, including new ministerial orders, laws, and guidance from the Ministry of Health and other governmental bodies. 5) Prepare briefing packages for bilateral and multilateral meetings, field trips, and missions, including high-level meetings with government representatives and EU counterparts. 6) Provide technical support to the Ministry of Health and other national institutions in developing and monitoring policies related to health system governance and EU integration. 7) Contribute to the preparation of technical and policy inputs, position papers, and progress reports related to Ukraine's EU accession process in the health sector. 8) Provide support in the application of tools and guidelines for information management and data analysis related to EU integration progress. 9) Ensure visibility of WHO's work on EU integration through networking and partnerships with relevant stakeholders.

Required Qualifications:
Essential: A first-level University degree (Bachelor's level) in social sciences, public health, political sciences, public administration, legal affairs, or a related field. Desirable: A Master's degree in one of the above fields. Essential: At least 2 years of demonstrated experience coordinating activities with partners, stakeholders, and donors in public health, health systems, or international development. Desirable: Experience working with international organizations, WHO, or the UN in delivering policy advice and technical support to countries; familiarity with EU accession or EU-funded programming in the health sector.

Educational Background:
The position requires a first-level University degree (Bachelor's level) in relevant fields such as social sciences, public health, political sciences, public administration, or legal affairs. A Master's degree in one of these fields is desirable, indicating a higher level of expertise and understanding of complex health governance issues.

Experience:
Candidates should have at least 2 years of demonstrated experience in coordinating activities with partners, stakeholders, and donors in the public health sector or international development. Experience working with international organizations, particularly WHO or the UN, is highly desirable, especially in delivering policy advice and technical support related to health systems and EU integration.

Languages:
Essential: Expert knowledge of English and Ukrainian. Desirable: Intermediate knowledge of another United Nations language, which would enhance communication and collaboration in a multilingual environment.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be accepted. The remuneration comprises an annual base salary starting at USD 47,491, with mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave. The position may involve a written test and/or an asynchronous video assessment as part of the screening process.
