Job Overview:
The Country Finance Manager is responsible for leading the finance teams within the organization, ensuring compliance with HI's standards and local regulations in the finance sector. This role involves strategic financial management and operational oversight, working closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and other senior management team members to implement the operational strategy effectively. The manager will oversee financial policies, processes, and tools, ensuring adherence to legal frameworks and internal controls. The position also requires the management of financial and budget operations, accounts management, and compliance with donor guidelines and contractual obligations. The role is critical in ensuring the financial health of the organization, particularly in the context of the ongoing humanitarian response in Ukraine, where the financial landscape is complex and requires careful navigation.

Duties and Responsibilities:
The Country Finance Manager will have a comprehensive set of responsibilities, including:
  • Leading and managing the finance team, ensuring effective collaboration and performance.
  • Drafting, revising, and implementing the operational financial strategy in alignment with HI's policies.
  • Overseeing compliance with HI's financial policies and legal frameworks in the country of operation.
  • Supervising internal controls and ensuring financial integrity within the organization.
  • Managing financial and budget operations, including accounts management and cash-flow oversight.
  • Ensuring compliance with donor guidelines and contractual obligations related to institutional funding.
  • Facilitating professional development and capacity building within the finance team.
  • Preparing for and responding to emergencies, ensuring financial readiness and support for humanitarian efforts.

Required Qualifications:
Candidates must possess proven experience of at least three years in a managerial or coordinator role within finance, specifically in a humanitarian context. A strong understanding of financial frameworks and regulations is essential, along with confirmed experience in team management. The ideal candidate should demonstrate excellent collaboration skills and the ability to work effectively as part of a team. Strong analytical and problem-solving skills are also required to navigate the complexities of financial management in a humanitarian setting.

Educational Background:
A relevant educational background in finance, accounting, or a related field is required for this position. Candidates should have a solid understanding of financial principles and practices, as well as any relevant certifications that may enhance their qualifications for the role.

Experience:
The position requires a minimum of three years of experience in a managerial or coordinator role in finance, particularly within a humanitarian organization. This experience should include a demonstrated ability to manage teams effectively and navigate the complexities of financial management in challenging environments.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Ukrainian or Russian would be advantageous, as it would facilitate better communication with local stakeholders and enhance the effectiveness of the role in the Ukrainian context.

Additional Notes:
The position is an unaccompanied international contract starting from June 1, 2026, with a duration of 12 months. The contract includes various benefits such as social coverage, unemployment insurance for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance. The salary starts at 2869 € gross per month, with additional per diem and hardship allowances. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) days according to the mission level. Travel costs for air tickets and visa expenses will be covered, along with transport for personal effects. A child allowance is available for employees with children after the second child. Housing is provided collectively by HI, and local packages are available for residents.
