Job Overview:
The Procurement Manager will play a crucial role in the EpiC Ukraine project by managing and overseeing all procurement activities necessary for the successful implementation of the project. This position requires a strategic approach to optimize procurement processes while ensuring compliance with FHI 360, U.S. Government, and local regulations. The Manager will be responsible for building the capacity of the procurement team, fostering a culture of transparency and ethical practices, and ensuring that procurement activities support timely and compliant program delivery. The role involves close collaboration with both local and global staff, necessitating strong communication and leadership skills to guide the procurement team effectively. The Procurement Manager will also be tasked with maintaining accurate records and documentation, conducting training sessions, and ensuring that procurement practices align with organizational standards and donor requirements.

Duties and Responsibilities:
The Procurement Manager will lead end-to-end procurement processes for goods and services, ensuring adherence to established procedures and compliance with regulations. Key responsibilities include maintaining procurement procedures in line with the FHI 360 Operations manual, contributing to updates of the Procurement Manual, and disseminating policies among procurement staff. The Manager will train and support the procurement team, establish clear roles, and oversee performance management. Regular training sessions will be organized to enhance understanding of procurement policies. The Manager will also establish filing systems for procurement documentation, review procurement packages for compliance, and assist non-procurement staff in submitting accurate requisitions. Additionally, the role involves determining source selection methods, managing a procurement tracking system, collaborating with program teams to develop annual procurement plans, and maintaining accurate procurement records. The Manager will conduct market research to identify potential suppliers, monitor supplier performance, and contribute to donor reports regarding procurement activities.

Required Qualifications:
Candidates must possess a Bachelor's Degree or an international equivalent in Business Administration or a related field. A minimum of 5-8 years of experience in procurement and logistics management is typically required. Strong communication skills are essential, with the ability to articulate ideas clearly and positively to clients and staff. Experience in an international non-governmental organization (NGO) is preferred, along with familiarity with donor-funded procurement rules and regulations. Proficiency in Microsoft Office and computer software is necessary, along with good problem-solving skills and attention to detail. Candidates should demonstrate the ability to analyze data, prepare reports, and evaluate technical proposals effectively.

Educational Background:
A Bachelor's Degree in Business Administration or a related field is required. Candidates with an international equivalent degree will also be considered. The educational background should provide a solid foundation in business principles, procurement processes, and logistics management.

Experience:
The position requires 5-8 years of relevant experience in procurement and logistics management. Candidates should have a proven track record of managing procurement processes in compliance with organizational and donor regulations. Experience in an international NGO setting is highly desirable, as it provides insight into the complexities of procurement in diverse environments.

Languages:
Fluency in English is mandatory, with strong written and verbal communication skills. Knowledge of Ukrainian or Russian is considered an asset, as it may facilitate better communication with local suppliers and stakeholders.

Additional Notes:
This position is based in Kyiv, Ukraine, and may require less than 10% travel. The expected hiring salary range for this role is UAH 1,066,667 - 1,500,000 annually.
